An Evaluation of Regional Disparities in the Management of Regional Hospitals Providing Health Care in Selected Regions of the Czech Republic

Abstract:

Diplomová práce se zabývá zhodnocením regionálních disparit v oblasti hospodaření krajských nemocnic ve vybraných krajích České republiky. Hlavním pilířem této práce je vlastní analýza postavená na zvolených ekonomických ukazatelích hospodárnosti, které jsou hodnoceny pomoci tzv. výkonnostních ukazatelů. Analýza odhaluje regionální disparity v míře participace krajského úřadu na řízení i financování zdravotní péče a dále také v úrovni technické vybavenosti, personálním zabezpečení včetně jeho odměňování a vytíženosti jednotlivých zdravotnických zařízeních. Výsledky ukazují hospodárné chování především ve Zlínském a relativně také v Libereckém a Ústeckém kraji. Naopak méně hospodárné chování je viditelné v Jihočeském a Karlovarském kraji, jejichž krajské nemocnice by měly být předmětem dalších analýz. Diplomová práce upozorňuje především na slabá místa v oblasti hospodaření krajských nemocnic a dává tak podněty k případným hlubším revizím. Výsledky mohou být využity jako základní vstup k realizaci strategického plánování na úrovni jednotlivých regionů.

Abstract:

The Diploma thesis deals with the evaluation of regional disparities in the management of regional hospitals in selected regions of the Czech Republic. The main pillar of this work is the analysis based on selected economic indicators of the economy, which are evaluated with the help of performance-related indicators. The analysis reveals regional disparities in the degree of participation of the regional office in the management and financing of health care, as well as in the level of technical equipment, staffing levels, including remuneration, and the workload of healthcare workers. The results show economic behavior mainly in the Zlínský Region and in the Liberecký and Ústecký Regions. Less economic behavior is visible in the Jihočeský and Karlovarský Regions, whose regional hospitals should be the subject of further analyses. The Diploma thesis mainly draws attention to points in the management of regional hospitals, and thus gives incentives for possible deeper revisions. The results can be used as a basic input for the implementation of strategic planning at the level of individual regions.
