Comparison of instruments PBS and CS, examination of their frequency and usage efficiency in municipalities in the Ústecký region

Abstract:

Bakalářská práce je zaměřena na srovnání nástrojů VPP a OPP, posouzení jejich četnosti a efektivnosti využití v obcích Ústeckého kraje. V teoretické části je pozornost věnována základnímu popisu nástrojů VPP a OPP, legislativním normám, organizačnímu zabezpečení a účelu těchto nástrojů. Krátká kapitola je věnována i součinnosti municipalit s úřady práce a soudy. Aplikační část je věnována posouzení četnosti a efektivnosti využití nástrojů VPP a OPP, proto je spíše o číslech, procentech a tabulkách, které jsou naplněny pomocí údajů získaných v dotazníkovém šetření. Často dochází k zaměňování nebo ztotožňování těchto dvou alternativ práce a proto se tato práce zaměřuje i na jejich komparaci. U malých obcí můžeme předpokládat nižší anonymitu mezi občany a tak i nižší možnost záměny nebo ztotožnění. Autorka, pracuje na jednom z malých obecních úřadů a tyto problematiky jsou její pracovní náplní. V literaturách jsou z větší části tyto problematiky popisovány odděleně, a proto se rozhodla využít těchto literárních zdrojů, legislativních norem a vlastních poznatků, a problematiky sloučiv a porovnat v této práci.

Abstract:

The bachelor thesis is targeted at comparison of tools PBS and CS, evaluation of their frequency and efficiency in municipalities in the Ústecký region. In theoretical part attention depicts basic description of PBS and CS tools, legislative norms, organizational ensuring and purpose of these tools. Short chapter describes cooperation of municipalities with employment offices and courts. Application part is devoted to evaluation of frequency and usage efficiency of PBS and CS tools therefore it is mainly in figures, percentages and charts which are filled with help of data received from questionnaire. Very often these two alternatives of work are exchanged or identified and that is the reason why this work is aimed at their comparison as well. In small municipalities we can suppose lower anonymity among citizens and thus lower possibility of exchange or identification. Author works in a small council and this issue is her workload. Because these two tools are usually described separately in literature, she decided to use book sources, legislative norms and own experience of this issue, to link them together and compare them in this work.
