The role of the parental benefit in Czech family policy and his impact to the social-economic situation of the Czech families

Abstract:

Rodičovský příspěvek je dávka, která ve své podstatě existuje ve všech vyspělých zemích Evropy. Patří k hlavním nástrojům státní rodinné politiky. Je odměnou rodiči za jeho celodenní péči o dítě do určitého věku. Mnohdy je vnímána jako vyjádření míry, kterou se daná země spolupodílí na nákladech, jež nese rodina v souvislosti s narozením dítěte a ztrátou jednoho příjmu z důvodu péče o ně. Pojetí rodičovského příspěvku je v každé zemi jiné a je úzce spjato se zájmy daného státu a míře jeho intervence do života rodin. Cílem práce je prozkoumat rodičovský příspěvek v České republice z hlediska harmonizace rodinného a pracovního života, participace žen na trhu práce a jeho vnímání stran české veřejnosti. Na základě zjištěných teoretických poznatků pak bude dalším cílem předkládané práce zjistit, do jaké míry ovlivňuje výše rodičovského příspěvku dobu čerpání a tím i dobu čerpání rodičovské dovolené a jakým způsobem následně ovlivňuje socioekonomickou situaci těchto rodin. V čem spatřují čeští rodiče silné a slabé stránky této dávky a jaké změny v této oblasti by české rodiny uvítaly. Vzhledem k povaze zkoumaných informací bylo provedeno šetření kvalitativními rozhovory.

Abstract:

The parental benefit is a payment, that exists in all developed European countries. It belongs to the main tools of the state family policy. It is a reward to a parent for his or hers all-day care of a child up to the certain age. It is often perceived as a expression of extent to which a certain country shares the costs of a family in the connection with a child-birth and the loss of one of the incomes because of the care about the child. The notion of the parental benefit differs from country to country and is closely connected to the interests of an individual state and to the extent of its interference to the family life. The aim of this thesis is to explore the parental benefit in the Czech Republic form the point of view of harmonisation of the family and working life, women's participation on the labour market and its perception by the Czech society. On the basis of the theoretical findings gathered, the goal of this thesis will be to find out to what extent the amount of the parental benefit influences the duration of its drawing and thus also the duration of parental holiday and how it subsequently influences the socio-economical situation of these families. Where the Czech parents see the strong and weak points of this benefit and what changes in this area the Czech families would welcome. With regard to the nature of these informations a survey by qualitative interviews has been conducted.
