Economic Crisis and Funding of US Space Exploration

Abstract:

Bakalářská práce se zabývá dopadem poslední hospodářské krize na financování průzkumu vesmíru Spojených států. V rešerši popisuji co je to průzkum vesmíru, jeho spojitost s historickou a krizovou vesmírnou politikou a agenturou NASA. Charakterizuji finanční krizi z roku 2008, její průběh a dopady na segmenty státního rozpočtu. Poukáži také na reakce USA (zejména pomocí expanzivní fiskální politiky) na finanční krizi. V praktické části využiji ekonometrických metod pro predikci financování fakultativní agentury NASA a vesmírných aktivit Ministerstva obrany a z výsledků identifikuji velikost a efekt finanční krize na agenturu NASA, kterou porovnám s dopadem na vesmírné aktivity Ministerstva obrany. Výsledek predikcí ukazuje smíšený dopad finanční krize na agenturu NASA a defacto průzkum vesmíru. Počáteční účinek finanční krize v roce 2009 má pozitivní výsledek na financování vlivem fiskálního balíčku ARRA, který přímo podporuje průzkum vesmíru. Negativní opožděný vliv krize byl způsoben vlivem stropů státního rozpočtu z roku 2011, ten se v rámci predikcí projevuje již v roce 2012. V porovnání s dopadem na vesmírné aktivity Ministerstva obrany nedošlo k žádnému navýšení financování vlivem fiskálních stimulů na počátku finanční krize. Pozdější dopad v období stropování státního rozpočtu a sekvestrace, nelze posoudit vlivem změny výpočtu alokovaných financí do vesmírných aktivit Ministerstva obrany.

Abstract:

The bachelor's thesis deals with the impact of the recent economic crisis on the financing of space exploration in the United States. In the research, I describe space exploration, its connection with historical and crisis space policy and NASA. I characterize the financial crisis of 2008, its course and impacts on segments of the state budget. I will point out the US response to the financial crisis through the expansionary US fiscal policy. In the practical part I will use econometric methods to predict the financing of the NASA space agency and space activities of the Department of Defense and from the results I will identify the size and effect of the financial crisis on NASA, which I’ll compare with the impact on space activities of the Department of Defense. The result of the predictions shows a mixed impact of the financial crisis on NASA and de facto space exploration. The initial effect of the financial crisis in 2009 has had a positive outcome on funding due to the ARRA fiscal package, which directly supports space exploration. The negative delayed result due to the state budget ceilings from 2011 shows a difference from the predictions already in 2012. Compared to the impact on the ministry's space activities, there was no increase in funding due to fiscal stimuli at the beginning of the financial crisis. The later impact in the period of capping the state budget and sequestration cannot be assessed due to a change in the calculation of allocated funds to the space activities of the Ministry of Defense.
