Fleet management in the environment of the Emergency Medical Service Prague

Abstract:

Zdravotnická záchranná služba hl. m. Prahy provozuje druhou generaci technologií a softwarového řešení pro komunikaci zdravotnického operačního střediska s vozidly ve výjezdu, dohled a komplexní správu vozového parku. Diplomová práce mapovala využití jednotlivých generací informačních systémů, specifické prostředí provozovatele a jejich úskalí v provozu. Cílem této práce byl návrh rozvoje a optimalizace informačního systému fleet managementu v organizaci Zdravotnická záchranná služba hl. m. Prahy. Výsledek práce přinesl rámec rozvoje a optimalizace z oblasti systémové i procesní. Dílčí cíle práce naplnily představení a pohled na hlavní činnost organizace, objasnění problematiky informačních systémů, mapování využití jednotlivých generací informačních systémů pro fleet management a upozornění na jejich úskalí v provozu. Pro rozvoj a optimalizaci byla zvolena systémová a procesní analýza na základě definovaných potřeb a obecného uspořádání informačního systému fleet managementu v jeho druhé generaci. Vedle interní analýzy bylo využito obecně uznávaných principů a přístupů při návrhu a optimalizaci informačních systémů. V neposlední řadě došlo k zohlednění konceptů a přístupů z jiných zdravotnických záchranných služeb v České republice. Navržený rozvoj a optimalizace byly představeny klíčovému managementu a kompetentním uživatelům informačního systému fleet managementu. Přínos a realizace navržených změn byly ověřeny za pomoci dotazníku u klíčového managementu a kompetentních uživatelů. S každým respondentem byla jednotlivě provedena osobní schůzka za účelem představení a vysvětlení jednotlivých optimalizací a rozvoje. Následně došlo k vyplnění hodnot do dotazníku.

Abstract:

Emergency Medical Service Prague operates the second generation of technologies and software solutions for the communication of the medical operating center with vehicles at medical trip, supervision and comprehensive fleet management. The diploma thesis mapped the use of individual generations of information systems, the specific environment of the operator and their pitfalls in operation. The aim of this diploma thesis was to propose the development and optimization of the information system of the fleet management of the organization Emergency Medical Service Prague. The result of the thesis brought a framework of development and optimization in the field of system and process. The partial goals of the thesis fulfilled the presentation and view of the main activities of the organization, clarification of information systems, mapping the use of individual generations of information systems for fleet management and warning of their pitfalls in operation. A system and process analysis was chosen for development and optimization on the basis of defined needs and the general arrangement of the fleet management information system in its second generation. In addition to internal analyzes, generally accepted principles and approaches were used in the design and optimization of information systems. The concepts and approaches from other emergency medical services in the Czech Republic were taken into compare. The proposed development and optimization will present key management and competent users of the fleet management information system. The contribution and implementation of the proposed changes were verified with the help of a questionnaire from key management and competent users. A personal meeting was held individually with each respondent in order to carry out and explain the individual optimizations and developments. Subsequently, the values were filled in the questionnaire.
