PR Activities Analysis and a Communications Platform Proposal in the Customs Administration of the Czech Republic

Abstract:

Předmětem této diplomové práce je analýza PR aktivit a návrh komunikační platformy Celní správy České republiky. Celní správa ČR, jako i jiné státní instituce, svým zaměřením primárně slouží občanům státu uspokojovat jejich potřeby vyplývající z kompetencí, kterými byla tato instituce pověřena. Po vstupu České republiky do schengenského prostoru však byly některé tradiční kompetence a úkoly Celní správy ČR zcela zrušeny a nahrazeny kompetencemi novými. Současně dochází k podstatným organizačním změnám legislativně zakotvenými v příslušném zákoně a platnými s účinností od 1. 1. 2013. Zkušenosti z procesního řízení firem ukazují, že vždy při takové zásadní změně dochází k určitému zpoždění v kvalitní informovanosti veřejnosti. Občan je však v roli daňového poplatníka, a proto je prioritním zájmem této instituce maximálně podpořit komunikační proces a pozvednout ho na maximální možnou kvalitativní úroveň i vzhledem k existenci nových komunikačních prostředků. Diplomová práce přináší nejen analýzu současných PR a komunikačních aktivit Celní správy ČR, ale především pak návrhy na zlepšení některých částí komunikačního procesu. V neposlední řadě diplomová práce analyzuje zajímavé a důležité výsledky dotazníkového šetření provedeného v rámci empirické sondy v prostředí aplikace www.surveymonkey.com a zmiňuje se např. i o etickém kodexu celníka jako komunikačního nástroje.

Abstract:

The subject matter of the diploma project is focused on the PR activities analysis and a communications platform proposal in the Customs Administration of the Czech Republic. Similarly to other state institutions, the Customs Administration of the CR thanks to its orientation primarily serves to the citizens of our state aiming at meeting their needs in harmony with the competences entrusted into the hands of this institution. However, following the entry into the Schengen area some traditional competencies and tasks of the Customs Administration of the CR were totally abolished and substituted by new ones. At the same time, substantial organizational changes have been made and anchored in the corresponding law coming into force on 1st January 2013. It is generally accepted that any fundamental change of this character is accompanied by a certain delay in knowledgeableness of public. A citizen is at the same time a taxpayer and therefore it is naturally in the interests of this institution to enhance the communication processes to their maximum possible quality levels taking into account the existence of newly emerging communication tools. The diploma project deals not only with PR and communication activities analysis of the Customs Administration of the CR but above all it puts forward proposals to improve selected constituent parts of communication processes. Last but not least the diploma thesis analysis interesting and important results of a survey questionnaire carried out within the frame of an empirical probe survey using the www.surveymonkey.com application. In addition, the role of a code of ethics of a customs officer as a communication tool is explored.
