Abstract:

Tato práce má primárně za cíl vysvětlit pojem e-government a poskytnout ucelený pohled na počátky a následný vývoj e-governmentu v Indii. Práce dokládá přínosy i rizika a současně poukazuje na překážky v dalším rozvoji, které mohou vést k selhání celých projektů. Jsou tu uvedeny příklady tří úspěšně implementovaných a fungujících projektů spolu s různými metodami klasifikace a hodnocení jejich úspěšnosti. Pro srovnání je v této práci zahrnut evropský přístup k problematice e-governmentu, kterým je t-government užívaný ve Velké Británii a použití e-governmentu na Slovensku. Výsledná podoba a dosavadní stav implementace e-governmentu v Evropě je do velké míry ovlivněn typem ekonomiky, což je zřetelné u porovnání obou evropských států. Na závěr práce je uvedeno srovnání uplatnění a míry úspěšnosti e-governmentu v indických a evropských podmínkách.

Abstract:

The primary objective of this work is to explain a conception of the e-government and to provide a complex view on its origins and the subsequent development of the e-government in India. The work proves benefits as well as risks and also illustrates barriers in further development which can result in a total failure of the whole projects. Here there are examples of the three successfully implemented and functioning projects along with a variety of methods of classification and evaluation of their success-rate. As a comparison, this work deals with European approach towards the problems of the e-government, by which the t-government is used in Great Britain and the use of the e-government in Slovakia. The final form and the existing conditions of the implementation of the e-government in Europe are highly influenced by the type of the economy, which is obvious while comparing both of the European countries. In conclusion, there is a comparison of the use and the success-rate of the e-government under the conditions of India and Europe.
