Comparison of unemployment insurance in Czechoslovakia and the United Kingdom in the period between two world wars

Abstract:

Tato práce se zabývá komparací dvou systémů pojištění v nezaměstnanosti, konkrétně obligatorního systému ve Velké Británii a gentského systému v Československu, v období mezi dvěma světovými válkami. Teoretická část práce popisuje možnosti financování pojistných systémů, první veřejné systémy pojištění v nezaměstnanosti a cestu, jakou došlo v Československu a Velké Británii k ustanovení daných pojistných systémů. Dále jsou zde uvedena kritéria, dle kterých jsou dané pojistné systémy posuzovány. V praktické části je dle stanovených kritérií provedena analýza daných pojistných systémů. Výsledné údaje jsou následně vzájemně porovnány a na jejich základě je potvrzena hypotéza, že v daném období byl gentský systém v Československu efektivnější než obligatorní systém ve Velké Británii. Vypovídající hodnota tohoto závěru je však pravděpodobně značně zkreslena rozdílnou situací na trzích práce v daných zemích.

Abstract:

The thesis compares two unemployment insurance systems, specifically, the obligatory system in force in the United Kingdom and the Ghent system used in Czechoslovakia in the period between two world wars. The theoretical section of the thesis describes the possibilities of funding of insurance systems, the development of first public unemployment insurance systems, and the way how these insurance systems were established in Czechoslovakia and in the United Kingdom. Furthermore, the work outlines the criteria according to which the respective insurance systems were assessed. According to the predetermined criteria, both insurance systems were analysed in the practical section of the thesis. Subsequently, the results were compared to each other. Based on this comparison, the hypothesis that the Czechoslovakia’s Ghent system was more efficient in given period than the United Kingdom’s obligatory system, was confirmed. However, the perceived value of the reached conclusion is probably rather distorted by different situations on the labour markets in the investigated countries.
