Municipal Expenditure on the Security in the Pardubice Region

Abstract:

Analýzou výdajů hrazených z rozpočtů 451 obcí Pardubického kraje bylo v období let 2006-2018 zjištěno, že objem výdajů na bezpečnost a právní ochranu (skupina 5 dle odvětvového třídění) činí 3,8 % z celkových výdajů obcí. Za toto období existuje rostoucí tendence výdajů. Obce byly ve sledovaném období v letech 2006-2018 zkoumány dle kategorie v rozpadu na kraj, obce s rozšířenou působností a ostatní obce Pardubického kraje, a to v druhovém a odvětvovém členění. Byl pozorován vliv růstu a zpomalení ekonomiky (výše HDP) na vynaložený objem výdajů. Použitím korelační analýzy na vzorku, byla zjištěna nejsilnější závislost v kategorii ostatních obcí, a to mezi výdaji na bezpečnost a právní ochranu vůči skupině ostatních výdajů.

Abstract:

This master thesis deals with the analysis of expenditures paid from the budgets of 451 municipalities of the Pardubice Region in the period 2006-2018 revealed that the volume of expenditures on security and legal protection (the group 5 according to the sectoral classification) is 3.8% of the total expenditures of municipalities. In the above-mentioned period of time, expenditures show a growing trend. In the monitored period in the years 2006-2018, municipalities were examined according to the category in the breakdown into regions, municipalities with extended powers and other municipalities of the Pardubice Region, by type and by sector. The impact of economic growth and slowdown on expenditures was observed. Applying correlation analysis on the sample, the strongest dependence was found in the category of other municipalities, between security and legal protection expenditures against the group of other expenditures.
