Rescue of missing persons in the field in the Pardubice region

Abstract:

Tato práce identifikuje a interpretuje celý proces ohledně pátrání po pohřešované osobě až po její záchranu. Počínaje přijetím oznámení na tísňovou linku nebo se osobně dostaví oznamovatel na útvar policie. Následně jsou charakterizovány jednotlivé úkony, sběr dat o pohřešovaném, vyhlášení pátrání a příprava na pátrací akci a její celkové realizace až po vypátrání a ukončení akce. V úvodní části je popsán integrovaný záchranný systém (dále jen IZS) a způsob řešení mimořádných situací, objasnění katalogu typových činností IZS, spolupráce jednotlivých složek a legislativní opora celého systému a jeho složek. Zároveň jsou popsány možnosti využití moderních technologií, které slouží k rychlejšímu nalezení osoby nebo rozšíření povědomí o pohřešování mezi širokou veřejnost. Dále byly vypsány preventivní postupy či pomocné mechanismy a prostředky, aby bylo možné předejít pohřešování, respektive ztracení osoby.

Abstract:

This thesis identifies and interprets the whole process of searching for a missing person until his rescue. Starting with the receipt of a report to the emergency line or the personal appearance of the reporting party at the police department. Subsequently, the different actions are characterized, the collection of data about the missing person, the announcement of the search and the preparation for the search action and its overall implementation until the search and the end of the action. In the introductory part, the integrated rescue system and the way of dealing with emergency situations are described, the catalogue of typical activities of the IRS, the cooperation of individual units and the legislative basis of the whole system and its components are explained. At the same time, the possibilities of using modern technologies to find a person more quickly or to spread awareness of missing persons among the general public are described. Furthermore, preventive procedures or auxiliary mechanisms and means to avoid missing or lost persons were listed.
