Abstract:

Téma této disertační práce, jež je zaměřena na pokročilé metody kartografické vizualizace a datové analýzy rozsáhlejšího množství prostorových dat, reaguje na aktuální trendy v současné společnosti. Digitální a internetová doba generuje velké množství dat včetně volně dostupných prostorových dat. Část volně dostupných datových sad je navíc uživateli přímo vytvářena a neustále dále sdílena, upravována a předávána k dalšímu využití. Tento dynamický proces kromě samotných dat přináší i řadu nových témat a pojmů navázaných na tuto problematiku. Národní jazyky ne vždy dokážou držet krok v oblasti terminologie, proto je většina pojmů přebírána z anglické literatury. V případě textu práce jde zejména o pojmy navázané na prosazování transparentnosti a otevřeného přístupu k informacím, kde se Česká republika mezinárodně zavázala připojením se k deklaraci Partnerství pro otevřené vládnutí již v roce 2011. Úvodní teoretická část práce dává ucelený přehled souvisejících pojmů, jejich definic i využití otevřených dat. Na základě analýzy dostupných dat je detailně rozebíráno téma kriminality. Dostupné vzorky dat jsou v praktické části disertační práce analyzovány a vizualizovány alternativními metodami kartografické vizualizace. Zvolené téma praktické části práce reaguje na zvýšenou poptávku veřejnosti po informacích o efektivitě práce policie, objasněnosti případů, nehodových či jinak rizikových lokalitách. V textu jsou postupně představeny metody mapování kriminality, následují vlastní datové a prostorové analýzy a kartografické vizualizace. Ty jsou dále pilotně využity k identifikaci prostorových vzorů kriminality včetně časoprostorového vývoje a vazeb na další územně vázané faktory na příkladu území města Brna. Tyto analýzy jsou prezentovány nejprve statickou a následně i dynamickou formou v podobě interaktivní online aplikace. V závěru jsou výstupy konfrontovány s tuzemskými veřejně dostupnými řešeními prezentace kriminality v prostředí internetu i publikovanými studiemi zabývajícími se využitím výstupů mapování kriminality v současné práci různých složek nejen Policie ČR, ale i zahraničních policejních složek.

Abstract:

The topic of this doctoral dissertation, which focuses on advanced methods of cartographic visualisation and data analyses of more extensive spatial data amount, reacts to actual trends of contemporary society. Digital and internet era generates large amount of data including free available spatial data. In addition to that, a part of free available data sets is created by users and also incessantly shared, modified and redistributed for further and next usage. This dynamic process brings, except the data itself, also a variety of new topics and terms connected to these themes. The national languages are usually not able to keep up with the field of terminology, so most terms are adopted from English literature. In this dissertation, there are used especially those adopted terms, which are connected to promoting transparency and open access to information. Connecting to the Open Government Declaration gave the Czech Republic an international undertaking to enforce the mentioned transparency promotion and open access to information already in 2011. The initial theoretical part of this dissertation gives a coherent overview of related terms, their definitions and usage of open data. Based on the available data analysis, the theme of crime is examined in depth. In the practical part of this dissertation, there are the available data samples analysed and visualised using alternative methods of cartographic visualisation. The selected topic of the practical part reacts to the growing public demand for information about police work efficiency, clear-up rate, accident or other risk areas. In the text, there are stepwise presented the crime mapping methods, followed by the actual data and spatial analysis and cartographic visualisation. These methods are further used for the pilot study of identification of spatial crime patterns including time-space development and connections to the other territorial bounded factors on the example of the city of Brno. These analyses are presented at first in a static form, followed by a dynamic form, using an interactive online application. At the end, these outputs are compared to the domestic publicly available crime presentation on the internet. They are also compared to the published studies focusing on the usage of crime mapping outputs in the various work of not only the Police of the Czech Republic, but also police forces abroad.
