Abstract:

Diplomová práce s názvem Finanční kontrola ve veřejné správě se zaměřuje na finanční kontrolu samosprávných celků v podobě obcí. Cílem diplomové práce je představit mechanismy a procesy finanční kontroly v malých obcích. V teoretické části se práce zabývá obecně kontrolou vnitřní a vnější, popisuje orgány provádějící kontrolu, seznamuje čtenáře s legislativou v oblasti kontrol. Největší pozornost je zde věnována finanční kontrole ve veřejné správě. V praktické části je zjištěno, jak dvě vybrané malé obce přistupují k finanční kontrole a zda obce plně naplňují legislativní požadavky v dané oblasti.

Abstract:

The diploma thesis entitled financial control in public administration focuses on the financial control of self-governing units in the form of municipalities. The aim of the thesis is to present the mechanisms and processes of financial control in small municipalities. Based on the created analysis, the work compares different methods of control in small municipalities. In the theoretical part, the thesis deals with internal and external control in general, the bodies performing the control. The greatest attention is paid here to financial control in public administration. In the practical part, it is determined how two selected small municipalities approach financial control and whether the municipalities fully fulfill the legislative requirements in the given area.
