Abstract:

Tato diplomová práce se zabývá problematikou budování důvěryhodných informačních systémů ve veřejné správě, zejména v kontextu informačních systémů veřejné správy (ISVS), dle zákona č. 365/2000 Sb. Cílem této práce je objasnit, jak byl původní záměr budování důvěryhodných informačních systémů v praxi naplněn a jak jsou informační systémy využitelné pro veřejnou správu a občany. Diplomová práce se skládá ze dvou základních částí. Teoretická část práce se zaměřuje na charakteristiku problematiky veřejné správy a eGovernmentu a jejich vývoj od roku 1989 s akcentací období 2008-2021. Nedílnou součástí této části je rozbor klíčových pojmů, jako jsou například informační systémy veřejné správy, ISVS, eGovernment, důvěryhodnost, a další. Druhá část diplomové práce se pak zaměřuje na analýzu budování jednotlivých informačních systémů veřejné správy v kontextu budování jednotného státního informačního systému. Zde jsou detailně popsány jednotlivé typy informačních systémů a jejich využitelnost pro samotnou veřejnou správu a občany. Součástí analýzy jsou také příklady dobré praxe a problematických situací, se kterými se při budování informačních systémů setkala veřejná správa.

Abstract:

This thesis deals with the issue of building trustworthy information systems in public administration, especially in the context of information systems in public administration (ISPA) according to Act No. 365/2000 Coll. The aim of this thesis is to clarify how the original intention of building trustworthy information systems was fulfilled in practice, and how these information systems are usable for public administration and citizens. The thesis consists of two main parts. The theoretical part focuses on the characterization of public administration and eGovernment issues and their development since 1989, with an emphasis on the period from 2008 to 2021. An integral part of this section is an analysis of key terms, such as public administration information systems, ISPA, eGovernment, trustworthiness, and others. The second part of the thesis focuses on the analysis of the construction of individual information systems in public administration in the context of building a unified state information system. Here, individual types of information systems and their usability for public administration and citizens are described in detail. The analysis also includes examples of best practice and problematic situations encountered by public administration in building information systems.
