The Role of Police of the Czech Republic in Completing Tasks in the IRS and its Activity in Solving Emergency Situations

Abstract:

Cílem diplomové práce je přiblížit zájemcům o problematiku integrovaného záchranného systému, zjednodušenou formou, jeho vznik, historii, spolupráci a rozdělení základních a ostatních složek integrovaného záchranného systému v České republice a uvedení informací o jednotlivých činnostech, které Policie České republiky v případě mimořádných událostí vykonává. V praktické části této diplomové práce bude provedena analýza činnosti Policie České republiky při součinnostních taktických cvičeních integrovaného záchranného systému s možností využití informací z plánovací dokumentace k součinnostním taktickým cvičením integrovaného záchranného systému Ústeckého kraje z let 2016 – 2019, konkrétně plánů a vyhodnocení cvičení Aktivní střelec a metodického cvičení mimořádné události s hromadným postižením osob - třídění metodou START (Snadné třídění a rychlá terapie) a na základě dalších zjištěných informací budou popsány oblasti pro zlepšení a navržena doporučení k efektivnější činnosti zakročujících policistů při plnění úkolů v rámci integrovaného záchranného systému.

Abstract:

The aim of the diploma thesis is to present in a simplified form to those interested in the Integrated Rescue System its origin, history, cooperation and division of basic and other components of this system in the Czech Republic and to provide information about individual activities performed by the Police of the Czech Republic in case of emergencies. In the practical part of this thesis will be analysed the activities of the Police of the Czech Republic in synergistic tactical trainings of the Integrated Rescue System with the possibility to utilize information from planning documentation for synergistic tactical trainings of the Ústí Region Integrated Rescue System from years 2016 – 2019, in particular plans and evaluation of the training Active Shooter and of a methodical exercise of emergency with mass disability of persons - classification by the START method (Easy Sorting And Quick Therapy), and on the basis of information found the areas for improvement will be described and recommendations for more effective actions of intervening police officers in performing tasks within the integrated rescue system will be suggested.
