Application of Behavioural Economics in Property Tax Administration

Abstract:

Předkládaná diplomová práce s názvem „Aplikace behaviorální ekonomie při správě daně z nemovitých věcí“ popisuje, kriticky analyzuje a hodnotí současnou právní úpravu v oblasti daně z nemovitých věcí, zejména pak její správu. Práce má za cíl upozornit na problematické části současné právní úpravy a postupy správce daně, aby byla buď potvrzena, nebo vyvrácena hypotéza, že prevencí ze strany správce daně by mohlo dojít k eliminaci daňových nedoplatků u této daně, a to v souladu s naplněním principů 3E. Práce identifikuje důvody, které vedou daňové poplatníky ke špatné platební morálce a navrhuje možná řešení, která by zajistila včasný výběr daně z nemovitých věcí, a to také za pomoci využití poznatků behaviorální ekonomie. Zároveň je v práci, za užití metod kvantitativního a kvalitativního výzkumu, analyzován netečný postoj některých municipalit k včasnosti výběru daně z nemovitých věcí. Autorka práce dochází k potvrzení hypotézy, neboť v procesních postupech správce daně je možno i bez úpravy stávajícího zákona o dani z nemovitých věcí činit opatření, která by mohla zvýšit efektivitu výběru daně, a současně by nikterak nezatížila státní rozpočet.

Abstract:

This diploma thesis entitled "Application of behavioral economics in the administration of real estate tax" describes, critically analyzes, and evaluates the current legislation of real estate tax, especially its administration. The aim of the thesis is to draw attention to the problematic parts of the current legislation and procedures of the tax administrator to either confirm or refute the hypothesis that prevention by the tax administrator could eliminate tax arrears for this tax, in accordance with the fulfillment of the 3E principles. The thesis identifies the reasons that lead taxpayers to poor payment discipline and proposes possible solutions that would ensure timely collection of real estate tax, also using the knowledge of behavioral economics. At the same time, using methods of quantitative and qualitative research, the indifferent attitude of some municipalities to the timeliness of real estate tax collection is analyzed in the thesis. The author of the thesis confirms the hypothesis, because in the tax administrator's procedural procedures, even without amending the existing Real Estate Tax Act, it is possible to take measures that could increase the efficiency of tax collection and at the same time would not burden the state budget in any way.
