China's energy policy

Abstract:

Čínská energetická politika je významnou záležitostí mezi národně-bezpečnostními zájmy Číny. Kvůli velikosti země má čínská energetická politika silný vliv na mezinárodní dění a proto je zajímavé s tímto tématem více zabývat. Cílem práce je analyzovat čínskou energetickou politiku a její strategie. Autorka práce si zvolila metodu analyzování jednotlivých částí čínské energetické politiky, díky čemu se podaří dosáhnout kvalitní analýzy tématu, které poskytne ucelený pohled na čínskou energetickou politiku. V první kapitole práce se autorka zabývá politicko-historickým vývojem čínského energetického sektoru. Vývoj je rozdělen do dvou etap, nejdříve autorka popisuje události 2. poloviny 20. století a v následné podkapitole jsou popsány události 21. století. V druhé části první kapitoly se autorka zabývá jednotlivými čínskými institucemi, které ovlivňují a formulují čínskou energetickou politiku. Každá instituce je stručně charakterizována s ohledem na čínskou energetickou politiku. V závěrečné části první kapitoly jsou shrnuty informace a také celková charakteristika čínské energetické politiky a energetického sektoru. V druhé kapitole jsou analyzovány jednotlivé dílčí energetické sektory, a to uhelný sektor, sektor ropy a zemního plynu, dále sektor jaderné energie a nakonec sektor obnovitelných zdrojů, který zahrnuje hydroenergii, větrnou a solární energii a také biomasu. Všechny sektory jsou nejdříve stručně charakterizovány. Poté následuje analýza sektoru z hlediska zásob surovin. Jaké má daný sektor domácí zásoby surovin a jaké s nimi pojí problémy a plány do budoucnosti. Dále jak funguje import surovin ze zahraničí, kudy proudí a jaké jsou zde problémy a plány do budoucnosti. V neposlední řadě je sektor analyzován z hlediska vztahu k životnímu prostředí. Jaké dopady na životní prostředí mají jednotlivé energetické sektoru a zda čínské vedení činí nějaké kroky ke zlepšení problémů. Mírně se odlišuje sektor obnovitelných zdrojů, kde je vynechána analýza z hlediska zásob surovin. V závěru autorka shrnuje veškeré poznatky práce a vyvozuje vlastní závěry. V úvodu práce si autorka položila tři dílčí otázky, které by měly pomoci lépe uchytit téma a vyvodit závěry analýzy. Otázky by také měly přispět k dalšímu zamyšlení nad tématem a k rozvinutí diskuze. Otázky znějí takto: 1) Jakým hrozbám čelí čínská energetická bezpečnost? 2) Jak se projevuje vliv čínské energetické politiky na mezinárodní prostředí případně mezinárodní trh? 3) Je čínská závislost na importu surovin opravdu hrozbu pro čínský energetický sektor?

Abstract:

China?s energy policy is a major concern among Chinese national-security interests. China?s energy policy has strong impact on international affairs because of the size of the country. This is the reason why it?s interesting to examine this topic. The aim of this thesis is to analyse China?s energy policy and its strategies. The author of the thesis chose the method of analyzing the individual parts of China?s energy policy. Thanks to this, the author can achieve good analysis of the topic, which provides comprehensive view of China?s energy policy. In the first chapter the author deals with the political-historical development of the Chinese energy sector. The development is divided into two stages. First the author describes the events in the second half of the 20th century and subsequently describes the events of the 21st century. In the second part of the first chapter the author deals with Chinese institutions which influence and formulate Chinese energy policy. Each institution is briefly characterized with regard to China?s energy policy. In the final part of this chapter the author summarizes the information and presents overall characteristics of China?s energy policy and the energy sector. In the second chapter the author analyzes various energy sub-sectors, namely coal sector, oil and natural gas sector, nuclear energy sector and also renewable energy sector which includes hydropower, wind and solar power and biomass. All sectors are first briefly described. Then the sector in terms of commodity stocks is analyzed. It means each sector is first analyzed in terms of domestic supply of energy resources, which problems are involved and also which steps are planned. Similarly each sector is analyzed in terms of foreign supplies of resources, furthermore in this section is included information how import works and through which flows. Finally, the sector is analyzed in terms of its relationship to the environment. What are the impacts of each energy sector on the environment? Also if the Chinese leadership made some steps to improve situation of environment? Slightly different is a sector of renewable resources where the aspect of commodity stocks is skipped. Finally, the author summarizes all the knowledge of the thesis and deduces conclusions. In the introduction of thesis, the author asked three questions, which should help better contain topic and draw conclusions of the analysis. Questions should also contribute to further reflection on the topic a develop discussion. The questions are as follows: 1) What threats does China?s energy security face? 2) How does the China?s energy policy influence international sphere or international market? 3) Is China?s dependence on imported energy resources really a threat to the China?s energy sector?
