The Change of the Position of Nuclear Weapons in the American Grand Strategy: A Comparison of the Administrations of Bill Clinton, George W. Bush and Barack Obama

Abstract:

Na přelomu 80. a 90. let dochází ke změně bezpečnostního prostředí, která ovlivňuje velkou strategii administrativ nastupujících po studené válce. Jelikož k proměně dochází během jaderného věku, kdy jaderné zbraně představují jeden z nástrojů velké strategie, měla by se změna dotknout i jich. Diplomová práce si klade za cíl identifikovat a následně porovnat stěžejní myšlenky administrativ George W. Bushe, Billa Clintona a Baracka Obamy týkající se postoje k jaderným zbraním vyjádřené v národní velké strategii. Práce současně představuje obecná stanoviska národní velké strategie každé z administrativ s důrazem na definované cíle a hrozby, s nimiž je jaderná politika provázána. Významným bodem teoretické části práce je představení konceptu velké strategie a sledování jeho vývoje v americkém prostředí a taktéž představení pohledů tří teorií mezinárodních vztahů, realismu, neorealismu a liberalismu, na jaderné zbraně.

Abstract:

A significant change of the security environment occurred at the end of the eighties and that change has affected the grand strategy of the administrations taking office after the cold war. Since that change happened during a nuclear era when nuclear weapons are one of the instruments of grand strategy the change should influence their position and role in the grand strategy as well. The aim of the thesis is to identify and thereafter compare the crucial ideas of the administrations of George W. Bush, Bill Clinton and Barack Obama concerning their attitudes towards nuclear weapons that are experienced through the grand strategy. The thesis presents the basic principles of each administration´s grand strategy with the focus on the aims and threats because the nuclear policy is interconnected with them. The introduction of the concept of grand strategy presents an important point of the theoretical part of the work together with the introduction of its progress in American environment. The attitudes of three schools of international relations, realism, neorealism and liberalism, towards nuclear weapons are presented as well.
