Security in municipal budgets

Abstract:

Diplomová práce se zabývá analýzou výdajů na bezpečnost především na úrovni obcí. Práce popisuje, co je to bezpečnost a jak je v České republice zajišťována a garantována. Práce se zaměřuje na veřejné rozpočty, konkrétně rozpočty územních samosprávných celků, ze kterých jsou hrazeny výdaje na bezpečnost. Příjmy a výdaje jsou v práci analyzovány nejprve na krajské úrovni, poté na úrovni obecní. Příjmy a výdaje jsou analyzovány za období 2018-2022. Výdaje na bezpečnost jsou analyzovány a porovnávány za delší období, a to za roky 2010 a 2022. Na závěr je provedena analýza závislosti mezi celkovými výdaji a výdaji na bezpečnost v obecních rozpočtech. Na základě analýzy byl zjištěn malý podíl výdajů na bezpečnost v rozpočtech obcí. S využitím korelační analýzy mezi zjištěnými veličinami byla zjištěna téměř ve všech případech silná až perfektní korelace.

Abstract:

The master thesis deals with the analysis of security expenses, mainly at the level of municipalities. The thesis describes what security is and how it is ensured and guaranteed in the Czech Republic. The work focuses on public budgets, specifically the budgets of territorial self-governing units, from which security expenses are paid. Income and expenses are analyzed in the work first at the regional level, then at the municipal level. Income and expenses are analyzed for the period 2018-2022. Security spending is analyzed and compared over a longer period, for the years 2010 and 2022. Finally, an analysis of the relationship between total spending and security data in general budgets is performed. Based on the analysis, a small share of security spending in municipal budgets was found. With the use of correlation analysis between the detected quantities, a strong to perfect correlation was found in almost all cases.
