The financing of security in the chosen municipality

Abstract:

Práce je zaměřena na analýzu výdajů mířených na bezpečnost na lokální úrovni. Zkoumanou obcí je statutární město Hradec Králové v letech 2013-2022. Cílem práce je posoudit vývoj objemu a struktury příjmů a výdajů veřejný rozpočtů, které jsou na úrovni vybrané obce alokovány do oblasti zajištění bezpečnosti. Práce je rozdělena do čtyř částí. První část je zaměřena na bezpečnost, její druhy a bezpečnostní složky. Následující část představuje územní samosprávu, veřejné rozpočty a financování bezpečnosti na státní úrovni. Ve třetí části jsou analyzovány příjmy a výdaje Hradce Králové. Dále je zkoumán vývoj výdajů na bezpečnost, jejich struktura podle bezpečnostních složek a představení projektů města. Na závěr je analýza shrnuta. Ze shrnutí vyplývá, že největší část výdajů míří na bezpečnost a veřejný pořádek. Situaci výrazně ovlivnila pandemie covid-19, kvůli které v letech 2020 a 2021 výdaje na ochranu obyvatelstva několikanásobně vzrostly.

Abstract:

The thesis focuses on the analysis of security spending at the local level. The examined municipality is the statutory city of Hradec Králové in the years 2013-2022. The goal of thesis is to assess the development of the volume and structure of revenues and expenditures of public budgets allocated to security at the level of selected municipality. The work is divided into four parts. The first part focuses on security, its types and security forces. The following part presents local government, public budgets and security financing at the state level. The third part analyses the revenues and expenditures of Hradec Králové. Furthermore. the development of security expenses, their structure by security forces and the presentation of the city projects are examined. Finally, the analysis is summarized. The summary shows that the largest part of the expenses goes to security and public order. The situation has been significantly affected by the covid-19 pandemic, due to which public protection expenditure has multiplicated in 2020 and 2021.
