The position and activities of the Fire Rescue Service with in the Integrated Rescue System

Abstract:

Diplomová práce je zaměřena na Integrovaný záchranný systém, zejména na Hasičský záchranný sbor České republiky na profesionální i dobrovolné úrovni v návaznosti na propojení s Integrovaným záchranným systémem. Teoretická část práce popisuje právní úpravu a organizační strukturu Integrovaného záchranného systému, Hasičského záchranného sboru České republiky a krizového řízení, vývoj příslušné legislativy a rozsah činnosti příslušníků těchto složek. Práce stručně přiblíží historický vývoj profesionální požární ochrany v českých zemích. Praktické část diplomové práce se zabývá systémem, členěním a financování Hasičského záchranného sboru Středočeského kraje, zejména jednotky Hasičského záchranného sboru v Příbrami i způsobem hospodaření Hasičského záchranného sboru v Příbrami. Dále řeší procentuelní statiku jednotlivých typů zásahů ve Středočeském kraji a jednotky Hasičského záchranného sboru v Příbrami. Také řeším statistiku úmrtí a zranění příslušníků Hasičského záchranného sboru při zásahu. Součástí praktické části je rozhovor s příslušníkem profesionálních hasičů Hasičského záchranného sboru v Příbrami zaměřený na rozšíření působnosti jednotky o oblast bývalého vojenského prostoru v Brdských lesích.

Abstract:

The diploma thesis is focused on the Integrated Rescue System, especially on the Fire Rescue Brigade of the Czech Republic on a professional and voluntary level following the connection with the Integrated Rescue System. The theoretical part describes the legal regulation and organizational structure of the Integrated Rescue System, the Fire Rescue Service of the Czech Republic and crisis management, the development of relevant legislation and the scope of activities of members of these units. The thesis briefly describes the historical development of professional fire protection in the Czech lands. The practical part of the thesis deals with the system, division and financing of the Central Bohemia Fire Rescue Service, in particular the Fire Rescue Service in Pribram and the management of the Fire Rescue Service in Pribram. Furthermore, it solves the percentage statics of individual types of interventions in the Central Bohemia Region and the Fire Rescue Brigade in Příbram. I also deal with death statistics and injuries to fire brigade personnel. Part of the practical part is an interview with a member of the professional fire brigade of the Fire Brigade in Příbram aimed at extending the scope of the unit to the area of the former military area in the Brdy forests.
