Streamlining the Working Relationships and Cooperation of Fire Protection Units

Abstract:

Táto diplomová práca sa zameriava na vybrané zložky integrovaného záchranného systému, kde sú definované ich pôsobnosti vo väzbe na Slovenskú a Českú republiku. Ďalšia časť práce je určená hasičskému a záchrannému zboru. V tejto kapitole sú definované základné úlohy, organizácia, rozmiestnenie zborov v rámci celého územia Slovenskej republiky. Taktiež sa táto kapitola venuje druhom hasičských jednotiek, základným službám, hodnostiam a funkciám členov a nakoniec aj právam a povinnostiam členov Hasičského a záchranného zboru. Ďalšia kapitola popisuje Dobrovoľnú požiarnu ochranu, kde sú taktiež definované jednotlivé časti ako pri Hasičskom a záchrannom zbore. Praktická časť práce sa zaoberá historickým vývojom a analýzou spolupráce zložiek Hasičského a záchranného systému so zložkami Dobrovoľnej požiarnej ochrany. Nasledujúca kapitola na základe syntézy analýz právneho a funkčného prostredia, definuje súčasné pracovné vzťahy medzi týmito zložkami. V poslednej kapitole dochádza k návrhu vybraných aspektov zlepšenia vzťahov medzi týmito zložkami a tým aj k optimalizácii výkonu činnosti jednotiek požiarnej ochrany.

Abstract:

This diploma thesis focuses on selected components of the integrated rescue system, where their competencies are defined in relation to Slovakia and the Czech Republic. Another part of the work is intended for the fire and rescue corps. This chapter defines the basic tasks, organization, distribution of churches throughout the Slovak Republic. This chapter also deals with the types of fire brigades, basic services, ranks and functions of members, and finally the rights and duties of members of the Fire and Rescue Corps. The next chapter describes Voluntary Fire Protection, where the individual parts are also defined as in the case of the Fire and Rescue Corps. The practical part of the work deals with the historical development and analysis of the cooperation of the Fire and Rescue System with the components of the Voluntary Fire Protection. The following chapter, based on a synthesis of analyzes of the legal and functional environment, defines the current working relationships between these components. In the last chapter there is a proposal of selected aspects of improving the relations between these components and thus optimizing the performance of fire protection units.
