Abstract:

Proces zdolávání mimořádné události vyžaduje kvalitní systém řízení, který je závislý především na znalosti prostředí a kompetencích velitele. Prostředí každé události je specifické vzhledem k přírodním, antropogenním či smíšeným proměnným. Je důležité, aby velitel zásahu byl schopný v případě jejich výskytu je správně hodnotit, predikovat jejich rozvoj a následky a včas provést nejefektivnější opatření na ochranu životů, zdraví a majetku včetně opatření pro zmírnění následků mimořádné události. Vodítkem při řešení situace je Katalog typizované činnosti. Nejdůležitější výkonnou součástí krizového managementu je integrovaný záchranný systém. Tento systém má nejen svoji nezastupitelnou roli v oblasti preventivní, ale následně i záchrannou a likvidační činností přispívá k ochraně života, zdraví, majetku, životního prostředí a jiných majetkových i nemajetkových hodnot. Na osobu velitele jsou kladeny nároky jak na vzdělání a profesní školení, tak i na fyzické a psychické předpoklady. Při výkonu musí velitel využívat nejen své zkušenosti a schopnosti, ale také znalosti manažerského řízení, řízení lidských zdrojů a v neposlední řadě i obsluhy moderních komunikačních technologií.

Abstract:

The process of dealing with emergency incidents, calls for a high-quality control system, and is highly dependent on knowledge of the environment and the competencies of the Officer in Charge. The scene of every incident is unique with respect to its natural, anthropogenic and composite variables. When incidents occur it is important for the Officer in Charge to be able to assess them accurately, predict how they will develop and what their consequences will be, and take the most effective measures in time to protect lives, health and property, including measures to ease the after-effects of the incident. The Catalogue of standardized activities serves as a guide when resolving the situation. The integrated emergency system is the most important operating component of crisis management. This system plays an irreplaceable role not only in the preventive area, but through subsequent rescue and clean-up activities which contribute to the preservation of life, health, property, the environment and other material and non-material values. Demands are placed on the Officer in Charge with respect to education and professional training as well as to his physical and mental condition. When in action, the Officer in Charge must rely not only on his experience and skills, but also his knowledge of managerial and human resource management techniques and, last but not least, the operation of modern communication technology.
