A State Failure in the Case of Ammunition Storage Site in Vrbětice

Abstract:

Předmětem práce je analýza fungování krizového managementu mimořádných událostí v muničním skladu ve Vrběticích na podzim 2014. Analýza jednání více než 40 aktérů je provedena pomocí modelu aréna, aktér a agenda. Analýza je provedena s využitím veřejně dostupných informací z osmi informačních zdrojů a zahrnuje období říjen 2014 až duben 2016. Na základě analýzy jsou identifikována selhání krizového managementu i jednotlivých aktérů.

Abstract:

The master thesis deals with the 2014 Vrbětice explosions, an emergency at the state-owned ammunition storage site in Vrbětice. Author analysed chronological course of actions taken by more than 40 actors as well as their attitude to participate in emergency management induced by the explosions. Her analyse focused upon the time span between October 2014 and April 2016 and it is carried out with the AAA model (arena, actors, and agenda). Comparing course of actions taken by local and regional authorities as well by the Czech government with common principles of emergency management, author identified some gaps or failures in emergency management applied in response to the emergency.
