Security system of the Czech Republic with a focus on the role of the State Security Council

Abstract:

Bakalářská práce se zabývá problematikou bezpečnosti České republiky a úlohou Bezpečnostní rady státu v této oblasti. Bezpečnostní rada státu je klíčovým orgánem v českém bezpečnostním aparátu, který má za úkol koordinovat a řídit celkovou bezpečnostní politiku země. Její rozhodnutí mají přímý dopad na ochranu národních zájmů a bezpečnost občanů. Práce se zaměřuje na analýzu bezpečnostního prostředí v České republice a zhodnocení účinnosti činnosti Bezpečnostní rady státu. Teoretická část práce se věnuje seznámení s problematikou bezpečnosti České republiky, včetně definice základních pojmů jako bezpečnostní prostředí, bezpečnostní systém a bezpečnostní politika. Je analyzována platná legislativa v oblasti bezpečnosti, včetně ústavního zákona o bezpečnosti a bezpečnostní strategie ČR 2023. Praktická část práce se zabývá analýzou rozhodování Bezpečnostní rady státu v reakci na významné události posledních let, jako byly pandemie, mezinárodní konflikty nebo teroristické útoky. Cílem práce je poskytnout čtenářům vhled do problematiky bezpečnosti České republiky a hodnotit úlohu Bezpečnostní rady státu v této proměnlivé a náročné době. Výzkum má přispět k pochopení efektivity bezpečnostního systému a navrhnout možná zlepšení pro budoucnost.

Abstract:

The bachelor thesis deals with the issue of security in the Czech Republic and the role of the Security Council of the State in this area. The Security Council of the State is a key body in the Czech security apparatus, tasked with coordinating and directing the country's overall security policy. Its decisions have a direct impact on the protection of national interests and the security of citizens. The thesis focuses on analyzing the security environment in the Czech Republic and evaluating the effectiveness of the Security Council of the State's activities. The theoretical part of the thesis introduces the issue of security in the Czech Republic, including definitions of key concepts such as security environment, security system, and security policy. The current legislation in the field of security is analyzed, including the constitutional law on security and the security strategy of the Czech Republic 2023. The practical part of the thesis examines the decision-making of the Security Council of the State in response to significant events in recent years, such as pandemics, international conflicts, or terrorist attacks. The aim of the thesis is to provide readers with insight into the issue of security in the Czech Republic and to evaluate the role of the Security Council of the State in this changing and challenging time. The research aims to contribute to understanding the effectiveness of the security system and to propose possible improvements for the future.
