The Assessment of the Safety Risks of Traffic Accidents with the Release of a Dangerous Substance

Abstract:

Předmětem diplomové práce je posouzení bezpečnostních rizik dopravních nehod s únikem nebezpečné látky. Tato práce je složena z teoretické části a praktické části. Teoretická část je zaměřena na literární rešerši. Praktická část se zabývá statistikami výjezdů jednotek požární ochrany k dopravním nehodám, únikům nebezpečných látek a dopravním nehodám s únikem nebezpečných látek. Následuje analýza rizik metodami What If, ETA a maticí rizik. Případová studie je řešena pro dvě modelové situace, a to v programu TerEx. Poté je navržen postup jednotek požární ochrany u dopravní nehody s únikem nebezpečné látky, a také Check listy pro tuto událost. Dále následuje navržení bezpečnostního systému pro přepravu nebezpečných látek a návrh pravidelného taktického cvičení.

Abstract:

The subject of the diploma thesis is the assessment of the safety risks of traffic accidents involving the release of a dangerous substance. This work consists of a theoretical part and a practical part. The theoretical part is focused on literary research. The practical part deals with the statistics of fire protection unit visits to traffic accidents, hazardous substance spills, and traffic accidents with hazardous substance spills. This is followed by risk analysis using the What If, ETA, and risk matrix methods. The case study is solved for two model situations, namely in the TerEx program. After that, the procedure of fire protection units in the event of a traffic accident with the release of a dangerous substance is proposed, as well as Check sheets for this event. Next comes the design of the security system for the transportation of dangerous substances and the design of a regular tactical exercise.
