Cooperation between Bodies of the Integrated Rescue System in Emergency Event

Abstract:

Obsahem práce je posouzení součinnosti složek Integrovaného záchranného systému (dále jen "IZS") při řešení mimořádné události. Tato práce se dělí na teoretickou a praktickou část. V teoretické jsou definovány základní pojmy, které se vztahují k dané problematice, dále součinnost složek, legislativa a základní dokumenty vztahující se k bezpečnosti České republiky. Dále jsou zde popsány mimořádné události a prezentovány hrozby z Analýzy hro-zeb pro Českou republiku. Poslední kapitola se věnuje popisu typových činností IZS. Praktická část je věnována obci s rozšířenou působností Bystřice nad Pernštejnem, kde jsem popsala základní složky IZS v obci. Dále je na konkrétním případu mimořádné události prověřena součinnost složek na místě zásahu při záchranných a likvidačních pracích. Poslední část je věnována navrhovaným opatřením ke zlepšení spolupráce mezi složkami IZS.

Abstract:

The content of the work is the assessment of cooperation between bodies of the Integrated rescue system (next only "IRS") in solving an emergency event. The work is divided in the theoretical and practical part. The theoretical part defines the basic terms that are relevant for the topic, the cooperation of the individual bodies, legislation and base documents related to the safety of the Czech Republic. Further, there are described the emergency events and also threats from Analysis of threats for the Czech Republic. The last chapter belongs to the description of typified actions of the IRS. I have chosen a city with widespread coverage Bystřice nad Pernštejnem for my practical part, where I described basic bodies of the Integrated rescue system. Furthermore, there is examined the cooperation of bodies in a place of intervention in a specific emergency event for rescue and liquidating works. The last part is devoted to the proposed measures to improve cooperation between bodies of the IRS.
