Electoral system in the House of Representatives of the Czech republic, its development, current state and possibilities of electoral reform with the use of electoral engineering

Abstract:

Ústředním tématem předkládané diplomové práce je problematika volebních systémů, konkrétně volebního systému do Poslanecké sněmovny Parlamentu ČR. Hlavní pozornost je přitom věnována možnosti jeho volební reformy. Cílem práce je poskytnout následně odpověď na otázku, zda stávající volební systém pro volby do PSP ČR vytváří v České republice vhodné podmínky pro koaliční vládnutí a pokud ne, pokusit se navrhnout jeho reformu. Diplomová práce začíná popisem a charakteristikou jednotlivých typů volebních systémů a jejich rozdělením do tří základních skupin a pokračuje stručným souhrnem vývoje českého volebního systému od období Rakouska - Uherska až do současnosti. V další části práce se budu vzhledem k tomu, že v posledních letech převažují v ČR koalice s chatrnou většinou, zabývat potřebou změny či úpravy výše uvedeného volebního systému a analyzovat dosavadní neúspěšné pokusy o její provedení. Praktickou částí práce bude hledání vhodných postupů a změn, které by vedly k lepším povolebním uspořádáním, než je tomu doposud. Pomocí volebního inženýrství budou modelovány volební výsledky při použití různých alternativ volebního systému. Na základě toho pak bude stanoven vhodný volební systém pro volby do PSP ČR a zdůvodnění tohoto výběru. Ambicí předkládané diplomové práce je představit různé varianty změn volebního systému, shrnout jejich možné pozitivní a negativní důsledky pro Českou republiku vzhledem ke stranickému systému a volebnímu chování a tím tak přispět alespoň malou částí do této široké diskuse.

Abstract:

The presented thesis deals with problem of electoral systems, particularly electoral system to the Chamber of Deputies of the Czech Republic. Main attention is devoted to its possible electoral reform. Subsequently, the thesis aims at the answer to the question whether the current electoral system of election to the Chamber of Deputies of the Czech republic fits conditions for coalition governance and, if not, what suggestions there could be raised for its reform. The thesis begins with description and characteristics of individual electoral system types and their division into three basic groups. It continues with a brief overview of the development of Czech electoral system from the period of the First republic until present. In recent years, the Czech Republic has been governed by coalitions with weak majority. Therefore the following part of this thesis deals with the need of change or adjustment of the above mentioned electoral system and analyzes past unsuccessful advances in this matter. The practical part of the thesis searches for suitable moves and changes which lead to a better post-electoral settlement. With the help of election engineering there will be simulated election returns using various electoral system options. On the basis of the results, the most suitable electoral system for election to the Chamber of Deputies of the Czech Republic will be defined and its selection substantiated. The ambition of this pursuit is to introduce several variants of changes in the electoral system, summarize their possible positive and negative impact on the Czech Republic with respect to its current party system and election behaviour and thereby contribute with at least a small part to this wide discussion.
