Crises Management of an Integrated System in the Case of Mass Disaster

Abstract:

Diplomová práce na téma Krizové řízení IZS při hromadném neštěstí nabízí vhled do teoretických poznatků, informací o krizovém řízení, integrovaném záchranném systému a povodní jako typu hromadného neštěstí. Cílem této diplomové práce je upozornit na důležitost krizového řízení IZS, zjistit, co vedlo k přijetí krizového zákona a vzniku IZS, a nahlédnout tak do krizového řízení, systému i činnosti IZS. Pro tyto účely byly zvoleny metody páce jako analýza, komparace, rozhovor s odborníkem. První část diplomové práce vymezuje základní pojmy, jako je krizové řízení, hromadné neštěstí, povodně a integrovaný záchranný systém, zejména činnost hasičského záchranného sboru. Vše v návaznosti na potřebnou legislativu. Ve druhé části práce byla vyslovena hypotéza, jejíž správnost je prokazována analýzou a komparací povodní roku 1997 a 2002 a dokreslena výpovědí příslušníků HZS ČR.

Abstract:

A thesis about Crisis management IZS during mass disaster offers insight into the theoretical knowledge, information about the crisis management, integrated rescue system and floods as a type of the mass disaster. The goal of this thesis is to highlight the importance of the crisis management IZS, to find out, what led to the adoption of the Crisis Act and the formate of the IZS, and look into the crisis management, system and activity of IZS. For these purposes methods of work such as analysis, comparison and interview with an expert were chosen. The first part of this thesis defines basic therms like crisis management, mass disaster, floods and integrated rescue system, especially the activity of the fire brigade. All in connection with the necessary legislation. In the second part of the work a hypothesis was made, the accuracy of which is proved by analysis and comparison of floods in 1997 and 2002 and illustrated by the testimonies of the members of the HSZ CR.
