Tato diplomová práce charakterizuje činnosti územních samospráv v oblasti ochrany obyvatel. Nejprve je obecně popsána ochrana obyvatelstva a krizové řízení a je také vymezen integrovaný záchranný systém. Dále jsou vyjmenovány činnosti územních samospráv v rámci ochrany obyvatel a jejich financování.
