Emergency Events in Selected Municipality with Extended Powers

Abstract:

Bakalářská práce se věnuje problematice mimořádných událostí v obci s rozšířenou působností. Konkrétně se jedná o obec s rozšířenou působností Břeclav. Teoretická část práce se zabývá právním vymezením oblasti mimořádných událostí, terminologií pojmů souvisejících s danou problematikou, popisem mimořádné události a krizové situace, dále složkami integrovaného záchranného systému a v poslední řadě charakteristikou s rozdělením munice. V praktické části jsou pomocí SW nástroje Riskan vyhodnoceny možné rizika a hrozby v obci s rozšířenou působností Břeclav. Dále je zde věnován prostor pro popis pyrotechnického průzkumu probíhajícího v lokalitě Boří les. V rámci této problematiky je zpracována matice rizik, která slouží k zhodnocení rizik při samovolném výskytu munice. Výstupem práce je přehled opatření ke zlepšení stávající situace v problematice mimořádných událostí, tabulkový přehled nalezené munice včetně obrázků a zhodnocení rizik vycházejících ze zpracované matice rizik.

Abstract:

The bachelor's thesis deals with the issue of emergencies in a municipality with extended powers. Specifically, it is a municipality with extended powers of Břeclav. The theoretical part deals with the legal definition of emergencies, terminology of terms related to the issue, a description of the emergency and crisis situation, the components of the integrated rescue system and, last but not least, the characteristics of the distribution of ammunition. In the practical part, possible risks and threats in the municipality with extended powers of Břeclav are evaluated using the SW tool Riskan. There is also a space for the description of pyrotechnic research taking place in the locality Boří les. Within this issue, a risk matrix is elaborated, which serves to assess the risks in the event of the spontaneous occurrence of ammunition. The output of the work is an overview of measures to improve the current situation in emergency, tabular overview of found ammunition, including pictures and risk assessment based on the processed risk matrix.
