Comparison of the accuracy of the methods of creating Emergency coverage plans for the Ústí nad Labem region

Abstract:

Tato práce vznikla v rámci spolupráce Univerzity Jana Evangelisty Purkyně v Ústí nad Labem se Zdravotnickou záchrannou službou Ústeckého kraje a Krajským úřadem Ústeckého kraje. Na příkladu Ústeckého kraje si klade za cíl provést porovnání dvou metodik tvorby plánu pokrytí území kraje výjezdovými základnami zdravotnické záchranné služby, který stanovuje počet a rozmístění výjezdových základen zdravotnické záchranné služby. K porovnání metodik s reálnou situací byly použity záznamy o výjezdech zdravotní záchranné služby Ústeckého kraje, ke kterým byly dopočítány časy dle jednotlivých metodik. Data byla dále statisticky zpracována a bylo zohledněno i jejich prostorové rozložení. Výsledky ukázaly, že ani jedna ze zkoumaných metodik nepředpovídá dobu jízdy zcela přesně a obě mají tendence, oproti reálným výjezdům, časy spíše podhodnocovat. Celkovou lepší shodu s reálnou situací vykazovala Metodika Javorčák-Purchard.

Abstract:

This paper was created as part of the cooperation of the Jan Evangelista Purkyně University in Ústí nad Labem with the Medical Rescue Service of the Ústí nad Labem Region and the Regional Office of the Ústí nad Labem Region. Taking the example of the Ústí nad Labem Region as an example, it aims to compare two methodologies for creating a plan to cover the territory of the region with medical emergency service outposts, which determines the number and location of medical emergency service outposts. To compare the methodologies with the real situation, the records of the emergency medical services of the Ústí nad Labem Region were used, to which the times according to the individual methodologies were added. The data were further processed statistically and their spatial distribution was also taken into account. The results showed that none of the investigated methodologies predicts the driving time completely accurately and both tend to underestimate the times compared to real journeys. The Javorčák-Purchard Method showed an overall better agreement with the real situation.
