Technical qualification of policemen from the Town headquarters of Police department of Ostrava for their activities concerning technological accidents.

Abstract:

Diplomová práce se věnuje odborné připravenosti policistů na místě technologické havárie. Cílem diplomové práce je zjistit, zda má periodické školení policistů Městského ředitelství policie Ostrava prováděné pracovníkem krizového řízení Krajského ředitelství policie Moravskoslezského kraje statisticky významný odraz ve znalostech policistů v oblasti odborné přípravy na jejich činnost na místě technologické havárie. Teoretická část vychází z pojetí a postavení policie jako ozbrojeného bezpečnostního sboru, vymezuje její působení v rámci integrovaného záchranného systému, definuje závažné průmyslové havárie, jako záležitosti spadající do působnosti krizového řízení a zabývá se postavením uvedené problematiky ve vzdělávacím procesu policistů. Empirická část zkoumá prostřednictvím experimentální metody za využití nestandardizovaných didaktických testů a statistických metod, vliv periodického školení prováděného pracovníkem krizového řízení Krajského ředitelství policie Moravskoslezského kraje na znalosti policistů z uvedené oblasti a porovnává je s výsledky policistů, kteří se na danou problematiku připravují stávajícím způsobem. V závěru je doporučení zavést pro policisty základních útvarů periodické školení v oblasti odborné přípravy na jejich činnost na místě technologické havárie pod vedením lektora krizového řízení Krajského ředitelství policie Moravskoslezského kraje.

Abstract:

The thesis is devoted to the technical qualification of policemen concerning technological accidents. The aim of the research is to find out whether the periodic training of policemen from the Town headquarters of Police department of Ostrava performed by a worker of emergency management of Regional headquarters of Police of Moravian-Silesian Region has a statistically significant reflection of the policemen?s knowledge in the field of their preparation for the activities concerning technological accidents. The theoretical part is based on the concept and status of the police as an armed security force, delimits its effect within the integrated rescue system, defines serious industrial accidents such as matters within the scope of emergency management and dealing with the status of this problem in the educational process of policemen. The empirical part examines through experimental method for the use of non-standardized didactic tests and statistical methods influence of periodic training performed by a worker of emergency management of Regional headquarters of Police of Moravian-Silesian region on knowledge of policemen from the field and compares them with the results of policemen who on the given problem are prepared by the existing method. In the end there is a recommendation to implement a periodic training for policemen of basic departments in vocational training on their activities concerning technological accidents under the guidance of an instructor of emergency management of Regional headquarters of Police of Moravian-Silesian region.
