The development of implementation structures and ways of financing help from EU structural funds

Abstract:

Jedním z cílů této práce je popsat regionální politiku Evropské unie jako celek a její nástroje. Je zde zachycen vývoj této politiky v programovacích obdobích, která se týkají nějakým způsobem České republiky. Protože se blížíme v České republice ke konci možnosti čerpat finanční prostředky z finanční alokace určené na programovací období 2004-2006, toto období je zde z pohledu úspěšnosti čerpání těchto finančních prostředků podrobněji rozebráno. Stejně jako se vyvíjí regionální politika Evropské unie, tak k některým změnám nastalo také u implementačních struktur a způsobů financování z rozpočtu Evropské unie. Tento vývoj a změny v jednotlivých obdobích jsou zde uvedeny. Konec této práce je věnován správnému postupu při přípravě projektu a je popsán jeden konkrétní projekt, který byl realizovaný v rámci operačního programu Rozvoj lidských zdrojů na území regionu soudržnosti NUTS II Severozápad.

Abstract:

One of the objectives of this work is to describe the regional policy in the European union as a whole and its instruments. Here it is typified the development of this policy in programming periods, which concern in some procedures with the Czech republic. Because we close in on the end of the possibility to draw financial resources from financial allocation intended for programming period 2004-2006 in the Czech republic, this period is detailed analysed in this work in view of success of drawing these allocated financial resources. Thus as regional policy in the European union develops, so some changes are at implementation structures and ways of financing from the budget of the European union. This development and these changes in individual periods are presented here. The end of this work is devoted to the right progress in the project preparation and also it is described one concrete project, which was realized within framework of the operational programme Development of human resources and in the area of the region of cohesiveness NUTS II Severozápad.
