Abstract:

Diplomová práce Spolupráce veřejné správy a IZS v krizových situacích zpracovává problematiku současné spolupráce veřejné správy a jednotlivých složek Integrovaného záchranného systému v České republice. Práce zpracovává vývoj vedoucí ke vzniku spolupráce veřejné správy a Integrovaného záchranného systému. Zabývá se spoluprací veřejné správy v regionu kraje Vysočina a organizací krizového řízení kraje Vysočina. Porovnává vývoj zásahů Hasičského záchranného sboru na území Kraje Vysočina a závislosti na rozloze území, počtu obyvatelstva. Práce popisuje spolupráci, postavení, působnost, pravomoci a úkoly státních orgánů, orgánů státní správy na jednotlivých úrovních (vláda, kraje, obce s rozšířenou působností, obce) a složek Integrovaného záchranného systému v rámci přípravy na mimořádné události a při provádění záchranných a likvidačních prací včetně krizového řízení na základě legislativy platné v České republice. Pozornost je věnována i názorům zástupců veřejné správy a IZS.

Abstract:

Dissertation Cooperation of Public Administration and Integrated Rescue System (IZS) in emergency situations discusses the problems in the cooperation in current Public Administration and individual sectors of the Integrated Rescue systems in the Czech Republic. This dissertation processes the developments which lead to the cooperation of the Public Administration and the Integrated Rescue system. This thesis looks into the cooperation of Public Administration and the organisation of the emergency management in the Vysočina region. It compares the development in the response of the fire rescue system in the Vysočina region and the dependence on the size of the area and the number of inhabitants. This dissertation describes the cooperation of the positions, provinces, authorities and tasks of the public organs, organs of the national administration on the individual levels (government, regions, towns and wider provinces, villages) and sectors of the Integrated Rescue System in preparation for emergency situations and while performing rescuing and liquidation works including emergency management based on effective legislation in the Czech Republic. Attention is also given to opinions from representatives from Public Administration and Integrated Rescue System.
