The use of coercive measures by certain department of the Czech Republic police force

Abstract:

Diplomová práce se zabývá využitím donucovacích prostředků u vybraného útvaru Policie České republiky. Cílem práce je analýza použití donucovacích prostředků u útvaru OHS. V teoretické části jsou rozebrány jednotlivé donucovací prostředky, kterými je vybavena Policie České republiky, jejich legislativní vymezení a služební příprava policistů. Teoretická část práce je doplněna také četností použití donucovacích prostředků za rok 2022 u Krajského ředitelství policie Jihomoravského kraje. Praktická část obsahuje dotazníkové šetření u OHS ve třech městech a následně dva rozhovory s policistou OHS a strážníkem městské policie ohledně vybavení donucovacích prostředků, výcviku, zásazích apod. Cílem rozhovorů je získat co nejpřesnější odpověď na dotazované otevřené otázky. Závěrem diplomové práce jsou návrhy a doporučení v oblasti donucovacích prostředků policie.

Abstract:

The diploma thesis deals with the use of coercive means in a selected unit of the Police of the Czech Republic. The aim of the thesis is the analysis of the use of law enforcement means in the OHS. The theoretical part of the thesis analyses the individual law enforcement means, which are used by the Police of the Czech Republic, their legislative definition and the service training of police officers. The theoretical part of the thesis is also supplemented by the frequency of use of law enforcement means for the year 2022 at the Regional Police Directorate of the South Moravian Region. The practical part includes a questionnaire survey with the OHS in three cities and then two interviews with an OHS officer and a municipal police officer regarding the equipment of law enforcement, training, interventions, etc. The goal of the interviews is to obtain the most accurate response to the open-ended questions asked. The thesis concludes with suggestions and recommendations in the area of law enforcement resources for the police.
