Abstract:

Diplomová práce se zabývá analýzou podmínek přijetí zákona o mimořádné moci nařizovací v Československu z roku 1933, známého jako „zmocňovací zákon“. Cílem práce je analyzovat cesty a důvody přijetí zmocňovacího zákona, jeho dopad na demokratické zvyklosti v Československé republice a prozkoumat, jak často a ve kterých sektorech ekonomiky byl nejčastěji aplikován. V první části se práce věnuje politickému a ekonomickému formování země od jejího vzniku až po nástup Velké hospodářské krize. Druhá část rozebírá nástup a průběh hospodářské krize v Československu a její dopad na jednotlivé segmenty hospodářského, politického a sociálního života. Přijetí zmocňovacího zákona a tím i omezení parlamentní demokracie v ČSR přisuzuje práce právě hloubce a délce trvání hospodářské krize. Byla to právě hospodářská krize, která dovedla Československou republiku k mimořádným zmocněním a umožnila vládě rozsáhlé zásahy do ekonomiky.

Abstract:

The diploma thesis deals with the analysis of the conditions for the adoption of the act on extraordinary powers order in Czechoslovakia from 1933, known as the "enabling act". The aim of the thesis is to analyze the ways and reasons for adopting the enabling act, its impact on democratic practices in the Czechoslovak Republic and to examine how often and in which sectors of the economy the most frequently applied. In the first part the thesis deals with the political and economic formation of the country from its origin to the onset of the Great Depression. The second part analyzes the onset and course of the economic crisis in Czechoslovakia and its impact on the individual segments of economic, political and social life. The adoption of the enabling act and thus the limitation of parliamentary democracy in the Czechoslovakia attributed work to the depth and duration of the economic crisis. It was just the economic crisis that led the Czechoslovak Republic to extraordinary powers and allowed the government extensive intervention in the economy.
