Foreign policy of the Federal Republic of Germany after the migrant crisis 2015

Abstract:

Migrační krize je stále velmi diskutabilní a kontroverzním tématem s jejíž spojitostí je Německo často kritizováno za svou proimigrační zahraniční politiku. Tato bakalářská práce je pojata jako jednopřípadová studie založená na analýze zahraniční politiky Spolkové republiky Německo. Práce je rozdělena do tří kapitol, z nichž první kapitola poskytuje teoretický základ zahraniční politiky, včetně cílů a nástrojů. Druhá kapitola analyzuje migrační krizi 2015 a popisuje prostředí, ve kterém se Evropa nacházela, a dále podněty, na které byla německá vláda nucena reagovat. Poslední kapitola obsahuje analýzu zahraniční politiky Spolkové republiky Německo z hlediska cílů a nástrojů. Na základě této analýzy bakalářská práce dospívá k tezi, že německá vláda není zodpovědná svou politikou za migrační krizi, avšak došlo k dočasné změně nástrojů zahraniční politiky v období vypuknutí krize. Angela Merkelová, preferující multilateralismus a silnější interdependenci mezi státy EU, opustila od konvence Dublinu III. a kroky vykonávala na úrovni vnitrostátní politiky. Cíle zahraniční politiky zůstávají téměř neměnné a stále spějí k posílení mezinárodní spolupráce a vytvoření jednotných evropských politik. S touto myšlenkou panuje obava ze ztráty suverenity, a tak zatím nejsou společné politiky reálné.

Abstract:

The migrant crisis is still a very debatable and controversial issue and Germany is very often criticized for its pro-immigration foreign policy. This bachelor thesis is conceived as a one-case study based on the analysis of the foreign policy of the Federal Republic of Germany. The thesis is divided into three main chapters. The first one provides a theoretical basis for foreign policy, including objectives and instruments. The second chapter analyses the migrant crisis 2015 and describes the situation in which the Europe was located, and the impulses that the government was forced to respond to. The last chapter comprises the analysis of the foreign policy. By using the analysis, the thesis acknowledges that the German government is not responsible for its policy of migration crisis, but there has been a temporary change in foreign policy instruments during the outbreak of the crisis. Angela Merkel, preferring multilateralism and stronger interdependence between EU countries, has temporarily abandoned the Dublin III Convention. and took measure at national policy level. Nevertheless, foreign policy objectives remain almost unchanged and continue to foster international cooperation and create united European policies. There is still considerable tension of losing state sovereignty with this idea, thus it is not realistic to achieve united European policies in the near future.
