Consistency between international accounting standards of public administration with the Czech accounting municipalities, cities and counties

Abstract:

Bakalářská práce na téma “Soulad mezinárodních účetních standardů veřejné správy s českým účetnictvím obcí, měst a krajů„ je zaměřena na analýzu účetnictví ÚSC po reformě, komparace IPSAS s českými účetními předpisy a výběr konkrétních IPSAS a jejich srovnání s českou legislativou. Teoreticko-metodologická část je věnována vysvětlení pojmů veřejný sektor, vybrané účetní jednotky, předmět účetnictví a mapuje právní předpisy pro vybrané účetní jednotky. Mezi ty patří i územní samosprávné celky. Dále se zaměřuje na účetní závěrku územních samosprávných celků včetně rozpočtu těchto organizací. V této části jsou také stručně popsány mezinárodní účetní standardy pro veřejný sektor a je vysvětleno, co je a čím se zabývá Mezinárodní federace účetních a Rada pro mezinárodní účetní standardy pro veřejný sektor. Aplikační část se věnuje změnám v účetních metodách a postupech po reformě účetnictví obcí, měst a krajů. Dále je aplikační část zaměřena na porovnání vybraných IPSAS s českými účetními předpisy včetně shrnutí shodných a rozdílných znaků.

Abstract:

The Bachelor´s Thesis on the topic of “Compliance of Czech Municipal, City and Regional Accounting with International Public Sector Accounting Standards” is focused on analysis of post-reform territorial self-governing units accounting, IPSAS benchmark against Czech accounting regulations and selection of specific IPSAS and their benchmark against the Czech legislation. The theoretical and methodological part of the thesis provides explanations of terms as public sector, specified accounting units, subject of accounting and maps legal regulations applicable to individual accounting units including territorial self-governing units. In addition the work focuses on closing accounts of such organizations including budgets. This part of the thesis also provides brief description of international accounting standards applicable to public sector and explains role of the International Federation of Accountants and the International Public Sector Accounting Standards Board. The application section of the thesis deals with post-reform changes in accounting methods and procedures of municipalities, cities and regions. In addition, the application section focuses on benchmarking of Czech accounting regulations against selected IPSAS including summarization of compliant and distinct elements.
