Anti-corruption strategy at the Ministry of Education, Youth and Sports and the Ministry of the Interior of the Czech Republic

Abstract:

Korupce je v české teorii definována různými způsoby a odlišnými pohledy mnoha autorů či odborníků. Korupce kromě různých podob definice rozlišuje různý druhy, formy či stadia. Korupci tedy považujeme za latentní činnost, kterou nelze snadno odhalit. Může se projevovat jak v běžném životě, tak na různých institucích. V této diplomové práci je zaměřena problematika korupce na Ministerstvo vnitra a Ministerstvo školství, mládeže a tělovýchovy. Ministerstva jsou obecně ústředními orgány státní správy, a v jejich dobrém zájmu je stanovit příslušný protikorupční program či protikorupční strategii. Tato vybraná ministerstva nazývají tyto protikorupční programy jako Rezortní interní protikorupční program. Pro správné zjištění korupčního jednání a příslušnou kontrolu musí být nastaveny funkční kontrolní mechanismy, aby nedocházelo k dekonstrukci státu či převzetí moci. Na základě zjištěných výsledků práce můžeme konstatovat, že kontrolní mechanismy jsou lépe nastaveny na Ministerstvu školství, mládeže a tělovýchovy, a že Ministerstvo vnitra by mělo některé náležitosti a úkoly programu přehodnotit, a více dbát na nastavení právě již zmíněných kontrolních mechanismů.

Abstract:

Corruption in the Czech theory is defined in different ways and by different views of many authors or experts. Corruption, apart from the various forms of definition, distinguishes between different types, forms or stages. Therefore, we consider corruption to be a latent activity that cannot be easily detected. It can be manifest in everyday life and in various institutions. This diploma thesis focuses on corruption problematics at the Ministry of the Interior and the Ministry of Education, Youth and Sports. In general, ministries are central government bodies, and in their good interes tis to set the appropriate anti-corruption program or anti-corruption strategy. These selected ministries call these anti-corruption programs as the Department's Internal Anti-Corruption Program. Functional control mechanisms must be set up to properly detect corrupt conduct and to check the state to avoid deconstructing the state or taking over power. Based on the results of the work we can conclude that the control mechanisms are better set by the Ministry of Education, Youth and Sports and that the Ministry of the Interior should review some of the requirements and tasks of the program, and pay more attention to setting the just mentioned control mechanisms.
