Transformation of residential institucions for children in the Liberec Region

Abstract:

Bakalářská práce se zabývá komplexní analýzou procesu transformace a deinstitucionalizace ústavní péče o děti v Libereckém kraji. V první části je představen historický vývoj náhradní péče o děti v České republice od 16. století až po současnost, přičemž je kladen důraz na proměny institucionalizované péče a její postupný přesun k modelům založeným na rodinné péči a komunitních službách. Následně jsou analyzovány současné modely ústavní a rodinné péče o děti v ČR. Další část tvoří přehled hlavních důvodů pro transformaci systému z hlediska potřeb systému a potřeb dítěte, příklady transformace z jiných krajů ČR a legislativní ukotvení tohoto procesu. Práce také obsahuje srovnání s vývojem náhradní péče ve vybraných zemích Evropské unie. Empirická část je věnována specifikám procesu transformace v Libereckém kraji včetně metodologie výzkumu, analýzy dat a interpretace výsledků. V závěru jsou formulována doporučení pro efektivní zvládnutí transformačního procesu v Libereckém kraji, zahrnující klíčové aspekty jako motivace k transformaci, spolupráce mezi subjekty, příprava personálu, dostupnost komunitního bydlení a legislativní opatření. Cílem práce je přinést ucelený pohled na problematiku transformace ústavní péče o děti v kontextu Libereckého kraje a přispět k diskusi o budoucím směřování péče o ohrožené děti v ČR.

Abstract:

The bachelor thesis deals with a comprehensive analysis of the process of transformation and deinstitutionalization of institutional care for children in the Liberec Region. The first part presents the historical development of foster care for children in the Czech Republic from the 16th century to the present, with an emphasis on the transformation of institutionalized care and its gradual shift to models based on family care and community services. Subsequently, the current models of institutional and family-based care for children in the Czech Republic are analysed. The next part consists of an overview of the main reasons for the transformation of the system in terms of the needs of the system and the needs of the child, examples of transformation from other regions of the Czech Republic and the legislative anchoring of this process. The thesis also includes a comparison with the development of foster care in selected European Union countries. The empirical part is devoted to the specifics of the transformation process in the Liberec Region, including research methodology, data analysis and interpretation of results. In the conclusion, recommendations for effective management of the transformation process in the Liberec Region are formulated, including key aspects such as motivation for transformation, cooperation between subjects, preparation of personnel, availability of community housing and legislative measures. The aim of the paper is to provide a comprehensive view of the transformation of institutional care for children in the context of the Liberec Region and to contribute to the discussion on the future direction of care for vulnerable children in the Czech Republic.
