The Impact of Film Incentives on the Czech Economy

Abstract:

Příchod zahraničních filmových produkcí na český trh má několik důvodů, avšak nejpodstatnějším z nich jsou tzv. filmové pobídky, které plní funkci finančního stimulu. V České republice je systém filmových pobídek zaveden od roku 2010 a spravován Státním fondem kinematografie. Cílem pobídek je podpořit český filmový průmysl a zvýšit jeho konkurenceschopnost v rámci evropského trhu. Záměrem této práce je zjistit, jaký vliv mají pobídkové projekty na český filmový průmysl a ekonomiku. Teoretická část obsahuje definice a vysvětlení principu fungování filmových pobídek, jejich ukotvení v legislativě, popis procesu a kritérií pro získání pobídek. Praktická část se zabývá ekonomickým zhodnocením filmových pobídek. Měří jejich dopady na českou ekonomiku, analyzuje pobídkové projekty v ročních horizontech a měří poměry mezi poskytnutými pobídkami od státu a výnosy veřejných rozpočtů plynoucí z pobídkových projektů.

Abstract:

There are several reasons for the arrival of foreign film productions on the Czech market, but the most important are the film incentives, which function as a financial stimulus. The Czech film incentive system was introduced in 2010 and has since been managed by the Czech Film Fund. The purpose of the incentives is to support the Czech film industry and increase its competitiveness within the European market. The aim of this work is to find out the impact of incentive projects on the Czech film industry and the economy. The theoretical part contains definitions and an explanation of the principle of the operation of film incentives, their anchoring in legislation, description of the process and criteria for obtaining incentives. The practical component is concerned with the economic evaluation of film incentives. It measures their impacts on the Czech economy, analyzes incentive projects at annual horizons, and measures the ratios between state incentives and public budget revenues stemming from incentive projects.
