Rescue and liquidation work in buildings with a high conterncation in emergencies

Abstract:

Tato bakalářská práce se zabývá problematikou ochrany obyvatelstva, konkrétně se zaměřuje na záchranné a likvidační práce v objektech s vysokou koncentrací osob při mimořádné události. Práce je rozdělena na teoretickou a praktickou část. Praktická část se soustředí na ukotvení ochrany obyvatelstva v legislativě České republiky a definuje s ní související pojmy – integrovaný záchranný systém, měkké cíle a mimořádné události. Dále se stručně věnuje požárům u nás a v zahraničí se zaměřením na požáry v kulturních objektech. V praktické části je vyhodnocena připravenost IZS na mimořádnou událost požáru v Kulturním domě Josefa Suka v Sedlčanech, a to na základě polostrukturovaných rozhovorů vedených s příslušníky azaměstnanci Integrovaného záchranného systému. Na základě prostudování interních materiálů, pozorování objektu a rozhovorů s příslušníky IZS a s managementem objektu byl vytvořen modelový příklad požáru. Stěžejním výstupem práce je vypracování návrhu opatření vedoucích ke zvýšení úrovně záchranných a likvidačních prací v případě mimořádné události v Kulturním domě Josefa Suka.

Abstract:

This bachelor's thesis deals with the issue of protection of the population, it specifically focuses on rescue and liquidation work in buildings with a high concentration of people during emergencies. The work is divided into theoretical and practical part. The practical part focuses on anchoring the protection of the population in the legislation of the Czech Republic and defines its related terms – Integrated Rescue System, soft targets and emergencies. It also briefly deals with fires in our country and abroad, with closer look into fires in cultural objects. The practical part evaluates the readiness of the IRS for an emergency event in the Josef Suk’s Cultural House in Sedlčany, based on semi-structured interviews conducted with members and employees of the Integrated Rescue System Based on the study of internal materials, observation of the building and interviews with members of the IRS and management of the building, a model example of a fire was created. The main output of the work is the elaboration of a proposal of measures leading to an increase in the level of rescue and liquidation work during emergency in the Josef Suk’s Cultural House.
