Impacts of regulation on website measurement performance in the Czech Republic

Abstract:

Tato diplomová práce se zabývá dopadem regulace sběru uživatelských dat na webových stránkách v České republice. Cílem práce je zmapovat jednotlivá nařízení a opatření, která upravují povinnosti provozovatelů webových stránek, jejich dopady na uživatele i provozovatele a poskytnout doporučení pro efektivní nastavení politiky sběru dat webových stránek, které je zároveň v souladu s legislativou. Toho je docíleno na základě analýzy jednotlivých nařízení Evropské unie, respektive výkladem českého Úřadu pro ochranu osobních údajů, analýzy dat získaných v průběhu časového období, ve kterém byla tato nařízení implementována a také analýzou nástrojů potřebných k provádění webové analýzy. První, teoretická část obsahuje vymezení ochrany osobních údajů v prostředí webových stránek, legislativy, a popis technických prostředků, které jsou v této oblasti využívány. Druhá, stěžejní část práce popisuje přípravu, sběr a analýzu dat, která byla sesbírána v průběhu posledních let na webových stránkách velkého rozsahu a na nichž jsou vidět dopady implementace jednotlivých nařízení. Dále je na základě provedených analýz formulována sada doporučení pro efektivnější měření výkonnosti webových stránek.

Abstract:

This thesis deals with the impact of the regulation of user data collection on websites in the Czech Republic. The aim of the thesis is to map the individual regulations and measures that govern the obligations of website operators, their impact on users and operators, and to provide recommendations for the effective establishment of data collection policies on websites that are in compliance with legislation. This is achieved through the analysis of individual regulations of the European Union, as well as interpretations by the Czech Office for Personal Data Protection and analysis of data collected during the period in which these regulations were implemented. The first theoretical part includes the definition of personal data protection in the context of websites, legislation, and a description of technical tools used in this field. The second main part of the thesis describes the preparation, collection, and analysis of data collected from large-scale websites over recent years, which demonstrate the impacts of implementing individual regulations. Furthermore, based on the conducted analyses, a set of recommendations is formulated for more effective measurement of website performance.
