Political business cycle and employment policy

Abstract:

Tato diplomová práce vychází z původní teorie A. Downse. Základní hypotéza je, že vláda je schopna ovlivnit průběh hospodářského cyklu (jako nositel fiskální politiky) a tudíž má možnost ovlivnit výkonnost ekonomiky (makroekonomické ukazatele – v našem případě nezaměstnanost). Pozitiva tohoto vlivu vlády využívají ve svůj prospěch a chovají se tak, aby maximalizovaly počet hlasů v následujících volbách. V kontextu těchto předpokladů se práce bude chtít zaměřit především na politiku zaměstnanosti, která tvoří relevantní oblast pro ovlivnění ukazatele nezaměstnanosti. Tato změna může znamenat jisté zlepšení výchozí situace pro nejbližší volby, ale pouze za předpokladu, že voliči jsou „iracionální“, čili hodnotí chování politického uskupení v minulosti a budoucí (vládní) program zde pro ně nehraje příliš velkou roli. Cílem práce je vyhodnotit užší souvislosti mezi politikou zaměstnanosti a hospodářským cyklem. V konečném důsledku pak nejsou schopni racionálně předvídat důsledky, které vládní opatření budou mít dopady v dlouhodobém období a tedy i na voliče samotné. Téma je významné pro současnou praxi, protože může přinést v praxi osvětu pro voliče a může rozšířit vnímání aktérů sociální politiky.

Abstract:

This thesis is based on the original theory A. Downs. The basic hypothesis is that the government is able to influence the business cycle (as the bringer of fiscal policy or fiscal authority) and therefore has the opportunity to influence the performance of the economy (macroeconomic indicators - unemployment in our case). Positive use of government influence in their favor and act to maximize the number of votes in these, or the nearest, elections. In the context of these assumptions, the work will want to focus primarily on employment policies that are relevant for influencing the area of unemployment indicators. This change may indicate some improvement in the initial situation for the next election, butonly under the assumption that voters are "irrational," or evaluate the behavior of the political groups in the past and future (government) program there for them does not playa big role too. The aim is to assess the closer connection between employment andbusiness cycle. Ultimately, they are not able to rationally predict the consequences of government actions will have consequences in the long term and therefore the votersthemselves. The topic is relevant to current practice because it can bring practicaleducation for voters, and can expand the perception of social policy actors.
