Práca pojednáva o koncepte prvosledových hliadok, ktorý bol vytvorený ako reakcia na bezpečnostnú situáciu a nový fenomén „aktívny útočník“. Cieľom bolo detailne popísať prvosledové hliadky, predovšetkým ich činnosť, výzbroj, vybavenie a zhodnotiť ich pripravenosť na mimoriadne udalosti súvisiace s aktívnym útočníkom.
