Autonomous bodies in the Protectorate of Bohemia and Moravia

Abstract:

Diplomová práce pojednává o struktuře a vývoji autonomních orgánů v Protektorátu Čechy a Morava. Práce nejprve nastiňuje změny ve společnosti a správě za tzv. druhé republiky. Poté následuje časovou osu popisem okupace českých zemí a samotný charakter nově zřízeného státního útvaru z pohledu mezinárodního práva a státovědy. Pozornost je věnována organizaci okupační správy od prvních momentů okupace, po její relativní ustálení až do příchodu zastupujícího říšského protektora Reinharda Heydricha, přičemž důraz je především kladen na vzájemný vztah mezi okupační správou a tou autonomní. Následující část práce se již přímo zabývá organizací, postavením a vývojem autonomní správy. Zejména je zde detailně rozebráno postavení státního prezidenta, osoba Emila Háchy a jeho působení v tomto úřadu. Rozebírá činnost jednotlivých autonomních vlád, jejich organizaci a zasazení událostí do historického kontextu tím, že přibližuje čtenáři život běžných občanů Protektorátu. Autor popisuje zásadní předěl protektorátní historie, tedy příchod Reinharda Heydricha do úřadu říšského protektora a realizaci správní reformy, jež znamenala především de facto konec dosavadní dvoukolejné správy Protektorátu Čechy a Morava, v předposlední části práce. Pojednání je zasazeno do historického kontextu tehdejšího výjimečného stavu a represí okupačního režimu. Období, které následuje po smrti Reinharda Heydricha až do konce okupace, je popsáno v závěrečné části diplomové práce. Rozebrány jsou především nejzásadnější změny té doby, zejména vytvoření státního ministerstva pro Čechy a Moravu a je v ní brán zřetel i na problematiku totálního nasazení českých občanů v Německu. V závěru kapitoly je věnována pozornost osudům některých členů protektorátní vlády v poválečném období.

Abstract:

The subject of this diploma theses is the structure and evolution of the autonomous bodies in Protectorate Bohemia and Moravia. Theses firstly addresses the administrational changes in the so called second republic. After that it follows the established timeline and describes the occupation of Bohemia and Moravia and the character of the newly formed Protectorate itself in the view of international law and the theory of state. Attention is given to the structure of the occupational administration from the first days of the German occupation to the arrival of the Acting Reich Protector of Bohemia and Moravia, with focus on the relationship between the occupational and autonomous administration. Following part of this theses addresses the autonomous organs themselves. Mainly with focus on the president Emil Hácha and his involvement. Addresses the two Protectorate cabinets, their organization and historical context of the events by taking a closer look on a life of an ordinary citizen of Protectorate. In the second to last part of this theses author describes a major turning point of protectorate's history, the arrival of Reinhard Heydrich to the office of Acting Reich Protector and implementation of the administrative reform, which basically meant the end of dual administration of the Protectorate of Bohemia and Moravia. Those events are based in the historic context of the state of emergency and reprisals of the occupational regime. Era, that follows after the death of Reinhard Heydrich till the liberation is addressed in the last part of this diploma theses. Great focus is given to main events of that time, establishment of the state ministry for Bohemia and Moravia and labour exploitation of Czech citizens in Germany. In the last chapter of this theses, author describes the faiths of some protectorate cabinet members in the years after the end of world war two.
