Metropolitan governance of integrated development in comparative perspective

Abstract:

Disertační práce se zaměřuje na metropolitní regiony a metropolitní spolupráci v Česku a specificky v podmínkách Brněnské metropolitní oblasti. Základním předmětem studia je integrovaný rozvoj, v Česku reprezentovaný využitím nástroje integrovaných územních investic, který se aplikuje v rámci čerpání Evropských strukturálních a investičních fondů. Práce se věnuje podrobně popisu a zhodnocení dosavadního vývoje metropolizace včetně jejího zakotvení v policy dokumentech. Shrnuje perspektivy metropolitní governance v Česku a Brněnské metropolitní oblasti včetně identifikace bariér a klíčových faktorů metropolitní governance a diferenciace oblastí, kde je metropolitní spolupráce relevantní nyní a v kterých oblastech bude její význam růst. Zároveň jsou prostřednictvím komparativních případových studií analyzovány rozdílné přístupy k formování metropolitních regionů v kontextu SRN na příkladu Stuttgartu a Lipska. Disertační práce využívá mix metod kvalitativních a kvantitativních metod, přičemž důraz byl kladen především na metody kvalitativní povahy. Byl využit tzv. "desk reserach", případová studie, metoda analýzy politických dokumentů a prakticky zaměřený dotazník. V závěru obsahuje doporučení pro aplikační sféru ve smyslu top-down i bottom-up přístupů i náměty na další výzkumy.

Abstract:

The dissertation focuses on metropolitan regions and metropolitan cooperation in the Czech Republic and specifically in the conditions of the Brno metropolitan area. The basic subject of the study is integrated development, represented in the Czech Republic by the use of the instrument of integrated territorial investments, which is applied in the framework of European structural and investment funds. The dissertation deals in detail with the description and the evaluation of the existing development of metropolitanization, including its anchoring in the policy documents. It summarizes the perspectives of metropolitan governance in the Czech Republic and in the Brno metropolitan area, including the identification of barriers and key factors of metropolitan governance and differentiation of areas where metropolitan cooperation is relevant now and in which areas its importance will increase. At the same time, comparative case studies analyze different approaches to the formation of metropolitan regions in the context of Germany on the example of Stuttgart and Leipzig. The dissertation uses a combination of qualitative and quantitative methods, with emphasis on methods of a qualitative nature. The so-called "desk research", a case study, a method of analysis of political documents and a practical questionnaire were used. In the end, it contains recommendations for the application sphere (both top-down and bottom-up approaches) as well as suggestions for further research.
