Privacy Policy and Right to Information within Municipality

Abstract:

Téma bakalářské práce Ochrana osobních údajů a právo na informace v rámci činnosti obcí vychází z jednoho ze základních principů práva – Princip transparentnosti. Základ práce tvoří ochrana osobních údajů a právo na informace. Nejprve charakterizuji osobní údaje, jejich vymezení, pojmenování, zpracování, následné užívání a právo na informace, které tvoří základ pro zákon o právu na informace o životním prostředí a porovnávám je. Dále se zaměřuji na funkce a metody činnosti obce v oblasti ochrany osobních údajů spolu se zveřejňováním. Hlavní část je soustředěna na konkrétní příklady z praxe, které se odehrávají částečně ve městě, kde žiju. Příklady jsem použila především k analýze a porovnání, jaký je rozdíl mezi teorií a realitou. Na závěr jsem shrnula jejich podstatu a spolu s dalšími, které vyplynuly z podtextu, vytvořila svůj osobní námět pro de lege ferenda.

Abstract:

The topic of Bachelor thesis Privacy policy and right to information within municipality come from one of the general law principles – The Principle of Transparency. Base of this work create privacy policy and right to information. At first I characterize personal datas, their definition, designation, processing, following using and the right to information, which is just completed with the law to information about an environment and I compare it. Then I focus on functions and methods of a municipality activity in an area of the private datas protection with a disclosure. The main part is focused on the particular examples from the practice, which are activity of a municipality partly from town, where I live. I used these examples mainly for analyzing and comparing of the difference between a theory and a reality. At the conclusion, I summarized the principle of the given disputes their possible solutions and with others, which they emerged from the subtext, I created my personal theme for de lege ferenda.
