Analysis of the ČSSZ Portal in the context of eGovernment tools

Abstract:

Tato diplomová práce je zaměřena na analýzu nástrojů eGovernmentu v kontextu sociálního zabezpečení. Konkrétně se soustředí na osoby samostatně výdělečně činné (OSVČ) a jejich životní situace související s nemocenským a důchodovým pojištěním. Hlavním cílem práce je detailní analýza vybraných životních situací řešených prostřednictvím portálu České správy sociálního zabezpečení (ČSSZ) a srovnání těchto situací s obdobnými nástroji eGovernmentu ve Švédsku. Pomocí metodiky eGovernment Benchmark a rozhovorů s vybranými respondenty jsou navržena možná zlepšení pro portál ČSSZ. Cíle byly dosaženy prostřednictvím komentované rešerše, analýzy vybraných životních situací v oblasti eGovernmentu v České republice a ve Švédsku, porovnání nástrojů eGovernmentu obou zemí pomocí metodiky European Comission eGovernment Benchmark, realizací rozhovorů založených na výsledcích této metodiky a následného vyhodnocení. Výsledkem byl návrh sady doporučení pro zlepšení ePortálu ČSSZ. V práci je vymezena terminologie eGovernmentu, jeho cíle a poslání v České republice a také definice služeb veřejné správy. Jedna část práce se zaměřuje na vymezení sociálního zabezpečení a životních situací, které mohou nastat u osob samostatně výdělečně činných (OSVČ). Součástí práce je také srovnání se Švédskem prostřednictvím mezinárodních ukazatelů a detailní vymezení tamního systému sociálního zabezpečení.

Abstract:

This thesis is focused on the analysis of eGovernment tools in the context of social security. Specifically, it focuses on self-employed persons (self-employed) and their life situation related to health and pension insurance. The main objective of the thesis is a detailed analysis of selected life situations addressed through the portal of the Czech Social Security Administration ("ČSSZ") and a comparison of these situations with similar eGovernment tools in Sweden. Using the eGovernment Benchmark methodology and interviews with selected respondents, possible improvements for the ČSSZ portal are suggested. The objectives were achieved through annotated research, analysis of selected eGovernment situations in the Czech Republic and Sweden, comparison of eGovernment tools in both countries using the European Commission eGovernment Benchmark methodology, interviews based on the results of this methodology and subsequent evaluation. As a result, a set of recommendations for improving the ČSSZ ePortal was proposed. The thesis defines the terminology of eGovernment, its objectives and mission in the Czech Republic, as well as the definition of public administration services. One part of the thesis focuses on the definition of social security and the life situations that may arise for the self-employed, including a comparison with Sweden through international indexes and a detailed definition of the social security system there.
