Units of IRS and floods in the Pardubice Region

Abstract:

Tato diplomová práce se zabývá problematikou Povodní a integrovaného záchranného systému v Pardubickém kraji. V práci je analyzován bezpečnostní systém ČR, platná legislativa související s integrovaným záchranným systémem a povodněmi. Dále jsou zde uvedeny základní složky integrovaného systému a správní úřady, jejich povinnosti, funkce a úlohy při řešení mimořádných událostí. Následuje analýza problematiky povodní, jsou zde určeny povodňové orgány a povodňová opatření a také největší povodně v České republiky. Výzkumná část práce se věnuje Pardubickému kraji z hlediska charakteristiky území a říční sítě, složkám integrovaného záchranného systému v Pardubickém kraji, jejich úkoly při řešení mimořádných událostí, povodněmi v Pardubickém kraji, a to povodněmi v červnu 2020 a říjnu 2020. U těchto povodní je charakterizována činnost složek IZS v Pardubickém kraji.

Abstract:

This diploma thesis deals with the issue of Floods and the integrated rescue system in the Pardubice region. The work analyzes the security system of the Czech Republic, applicable legislation related to the integrated rescue system and floods. Furthermore, the basic components of the integrated system and administrative authorities, their duties, functions and tasks in dealing with emergencies are listed here. The following is an analysis of the issue of floods, there are identified flood authorities and flood measures, as well as the largest floods in the Czech Republic. The research part of the work is devoted to the Pardubice region in terms of characteristics of the territory and river network, components of the integrated rescue system in the Pardubice region, their tasks in dealing with emergencies, floods in the Pardubice region, namely floods in June 2020 and October 2020. activities of IRS units in the Pardubice Region.
